Subject: Technical Correction of NPDES Permit
Permit NC0086797
River Bend 1 & 2 WTP
Craven County
Dear Mr. Havens;
It has come to the Division attention that your permit has a technical error. The correct effluent
characteristic in question for your permit should state Total Suspended Solids (TSS). Your permit TSS
compliance limits were correct and not affected. Be sure to use the correct description and code on your
submitted DMRs.
Enclosed is a technical corrected copy of the permit limits page for NPDES Permit NC0086797. Please
replace the limits page in your current NPDES permit with the corrected limits page and discard the removed
page. This technical correction does not affect any other terms, conditions, or compliance actions covered by
the current permit.
Please note that this permit is not transferable except after notice to the Division. The Division may
require modification or revocation and reissuance of the permit. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or permits
required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or Local
governmental permit that may be required.
If you have any questions concerning this permit technical correction, please contact Ron Berry at
telephone number (919) 807-6403.
Sincerely,
/&;(V:414: "

A. (1.) EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS
During the period beginning on the effective date of the permit and lasting until expiration, the
Permittee is authorized to discharge from outfalls 001 and 002. Such discharges shall be limited
and monitored by the Permittee as specified below for each outfall:

Footnotes:
1. The Monthly Average Compliance Limit is the monthly average of the sums of outfall 001 and outfall 002
daily discharge events.
2. The estimated value is calculated by multiplying the number of sand filters regenerated in a day by a
predetermined volume of waste water generated per sand filter regeneration event.
3. TN Load is the mass load of Total Nitrogen discharged in a given period of time. See A. (2) for Total
Nitrogen monitoring and reporting requirements.
4. The pH shall not be higher than 8.5 s.u. or less than 6.8 s.u..
5. TRC compliance is required for chlorine or chlorine derivative used for disinfection. The Division shall
consider all effluent TRC values reported below 50 ug/1 to be in compliance with the permit. However, the
Permittee shall continue to record and submit all values reported by a North Carolina certified laboratory
(including field certified),even if these values fall below 50 ug/l.
6. For a given waste water sample,TN =(NO2-N+NO3-N) +TKN, where TN is Total Nitrogen, (NO2-N + NO3-
N) is the Nitrite/Nitrate Nitrogen, and TKN is the Total Kjeldahl Nitrogen..
All samples collected should be from a representative discharge event.
There shall be no discharge of floating solids or visible foam in other than trace amounts.
