Good morning David,
We received the permit application and check for the Brenntag Charlotte facility on January 18, 2023. However, the
application was incomplete. A signature is required on Form 2F under item 5.1 (Non stormwater discharges) and item
10.2 (Certification statement). In addition, EPA Form 1 was missing. In order for the application to be received as
complete and processed, we require EPA Form 1 to be completed, signed, and submitted, and EPA Form 2F to be signed
in all appropriate locations and resubmitted. Please let me know if you have any questions.

Just a quick update. I apologize for the time lapse, my whole family was hit with COVID over the last couple weeks.
Today is my fist day off quarantine and I am trying to get my feet back under me. We have a intent letter drafted for
coverage under General Stormwater Permit NCDEQ NCG08 but are waiting on CAD drawings for the facility layout. I
have been informed by our consultant that the drawings should be done within the next few business days at which
time we will add them to the documentation and submit everything at once.

I understand! Arcadis and I have been in contact and they have reached out to some of the facilities outside of my
region to see how their program/permit is written. Would it be better to work directly with Brianna (now copied)? I am
having some turmoil about how long Arcadis is taking to get us what we need.

Brianna is the permit writer and should be able to help, but if you need something from me or Jeffrey, just let us
know. We were about to issue an NOV because we had not heard anything. With all of the different liquids you have, it
may take us a minute to evaluate which permit conditions are relevant to this facility.

Given that this is new to us, we are hitting a few bumps in the road (hence why we are working with Arcadis). Is there
anyone with the State or with Mecklenburg County that we can reach out to in order to seek guidance on the process in
the event we need any further? I feel like this shouldn't be a difficult or drawn out process but without much experience
in the arena, it is proving to be.

Good morning all,
I just wanted to provide an update from Brenntag on the progress of the permit application. We are currently working
with Arcadis and their engineers to get the individual permit set up as well as likely draft and implement a SWPPP for
our Charlotte facility.
I do not believe anyone has requested status updates; however, if there is anyone on this email chain or otherwise that
would like to keep up-to-date of where we are in the process please let me know and I will be happy to send out status
reports as applicable.

Good afternoon,
I apologize for the delay in addressing this question. Per representatives from Brenntag Charlotte, the SIC code for the
site is 5169. Although NPDES regulations do not automatically permit coverage for facilities with this SIC code, 40 CFR
122.26 allows for NC DEQ's authority to designate discharges and require permits for sites that have the potential to
impact surface water quality because of pollutant contribution. After consultation with both DEQ Mooresville Regional
Office and Charlotte -Mecklenburg Stormwater Services staff, DEQ is requiring that Brenntag Charlotte apply for
stormwater permit coverage. Please review our Industrial Permitting website here for both general and individual
permits to decide which permit coverage best fits your facility/site operations.

It seems like this question keeps circling around and we have yet to be able to collectively bring it to a close. As we have
previously communicated, we will be more than happy to apply for/obtain a storm water permit if indicated. As of our
most recent conversations with Mecklenburg County representatives and Mrs. Young, it is still unclear if this
requirement is applicable to our Charlotte facility or not. We obviously want to do the right thing and maintain full
compliance and cooperation. Can anyone advise definitively if we need a permit and, if so, what the process is to apply
for and obtain one?
