Turn right on College Road. Site is on both sides of College Road Line of Road Improvements: Along the existing mainline from Milepost Al 10.6 in Rocky Mount north to Milepost Al 15.4 near Battleboro, North Carolina. The Line of Road Improvements can be accessed using Fountain Park Drive near Rocky Mount, NC and W. Battleboro Ave. in Battelboro, NC. 1 S. Nature of Activity (Description of project, include all features) CSX Transportation, Inc. (CSXT), a subsidiary of CSX Corporation (CSX), a Virginia Company, intend to construct a new intermodal freight terminal, known as the Carolina Connector Intermodal Rail Terminal (CCX Terminal), a siding to access the terminal and associated reconstruction of former second mainline track in the vicinity of the terminal (Line of Road Improvements). The Project Area is approximately 681 acres and is comprised of the two components, the CCX Terminal and Line of Road Improvements, as shown in Figure 1. The CCX Terminal is generally located along the western edge of Edgecombe County, north of the City of Rocky Mount, and between the existing CSX mainline and Old Battleboro Road. The Line of Road Improvements component is part of the CSXT North End Subdivision, which runs along the county line between Edgecombe County and Nash County, North Carolina, and generally runs parallel to the I-95 corridor. See attached Environmental Report for additional details. 19. Project Purpose (Describe the reason or purpose of the project, see instructions) The purpose of the construction of CCX is to better connect economic centers, relieve highway congestion, and address current and future regional infrastructure and freight distribution needs through intermodal rail transportation. The intent of the reconstruction efforts, such as the Line of Road Improvements, is to increase fluidity of train/freight movement and system -wide capacity improvement. Most of the system -wide improvements involve either extending existing siding tracks or connecting existing sidings to obtain the ability to handle 15,000 feet trains. The CSXT Line of Road Improvements are part of the ongoing infrastructure upgrades underway throughout the CSX system. See attached Enviromental Report for additional details. USE BLOCKS 20-23 IF DREDGED AND/OR FILL MATERIAL IS TO BE DISCHARGED 20. Reason(s) for Discharge Based on the proposed construction of the CCX and the Line of Road Improvements permanent impacts to wetlands, streams, open waters, and riparian buffers will be necessary. The intermodal rail terminal requires a large relatively flat parcel of land to accomodate the lead tracks entering the facility, support/storage tracks, and working tracks for loading and unloading containers. The intermodal terminal also includes paved areas for wheeled parking units, stacked units/containers, employee parking, and operations and maintenance buildings. Impacts to wetlands, streams and open waters are necessary to prepare the site for intermodal terminal construction. Impacts associated with discharges to wetland and streams will be necessary to restore double track to the mainline service route.
