Dear Mr. Poupart:
In accordance with the U.S. Environmental Protection Agency/North Carolina Department of
Environment&Natural Resources Memorandum of Agreement, we are notifying you of the need for an
extension of time to review the above-referenced draft National Pollutant Discharge Elimination System
(NPDES) permits and supplemental materials received by the EPA on March 6, 2015.
Pursuant to 40 Code of Federal Regulations § 123.44(a)(1), the EPA may take up to 90 days from the
receipt of permit information to make general comments, objections to, or recommendations on, a
proposed permit. Due to the complexity of the above-referenced permits, the Region has been asked to
coordinate our review with personnel at the EPA Headquarters to ensure consistency in approach, and
this is why the EPA requests additional time. The EPA will complete the review of these permits as
expeditiously as possible prior to the end of the 90-day period on June 4, 2015.
