Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The project site is located at the remote Bombing Target 11 (BT-11) training area and dock area adjacent to the Thorofare Bridge, both in Carteret County, North Carolina. BT-11 is utilized for military aircraft training and inert ordnance delivery. The docks at Thorofare Bridge are utilized as an access point for boat and equipment access to BT-11. At BT-11, maintenance and operational facilities, docks and a boat ramp exists within the basin area. At Thorofare Bridge, docks, a boat ramp, and parking areas exist. 4b. Explain the purpose of the proposed project: * The purpose of this project is to complete maintenance dredging to eliminate shoaling in existing channel and basin areas so as to allow unencumbered access. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * Marine Corps Air Station, Cherry Point has identified the need to complete maintenance dredging of the BT-11 entrance channel and basin area and the Thorofare Bridge dock area, in Carteret County, North Carolina. Shoaling has occurred in the these areas creating a hazard to navigation. The USMC desires to reestablish the permitted design depths in these channel and basin areas. A review of previous project files at MCAS Cherry Point identified that dredging occurred at the project locations in 1986 (BT-11) and 2010 (Thorofare Bridge). A 100 foot wide entrance channel serves the BT-11 area. The main channel has a permitted control depth of 6 feet. A separate 50 foot wide channel serves the adjacent boat ramp at BT-11. This channel also has a 6 foot control depth. The area adjacent to the docks at Thorofare Bridge has a 3 foot control depth as established by previous dredging events. For the current project, it is the USMC's desire to reestablish the previously established control depths at each location. It is estimated that a total of approximately 3,130 cubic yards of spoil material will be generated from the BT-11 dredge area. A total of approximately 127 cubic yards of material will be excavated at the Thorofare Bridge project area. It is proposed that the dredge spoil generated at the BT-11 area be disposed of on the simulated airstrip training area also located at BT-11. On the simulated airstrip, an earthen containment dike will be established. A flashboard riser will be utilized to discharge water from the containment area. Upon completion of dredging, the spoil area will be graded and established with vegetative cover. Dredge spoil from the Thorofare Bridge area dredging will be disposed of at Landing Zone (LZ) Dolphin at Marine Corps Outlying Landing Field (MCOLF) Atlantic approximately four miles from the dredge site. No Section 404 or Coastal Wetlands exist within the proposed limits of disturbance of either dredge spoil disposal areas. It is anticipated that hydraulic dredging methods will be utilized to complete dredging at the BT-11 area. It is anticipated that shore -based excavation will be utilized to complete the dredging at the Thorofare Bridge area. Equipment to be utilized will include barges, a hydraulic dredge with pipeline, excavators, and dump trucks. At each spoil disposal area, excavators, bulldozers and dump trucks will be utilized. 5. MCAS Cherry Point has developed an Integrated Natural Resources Management Plan (INRMP) (2012-2022) that details all protected species and critical habitat. Additionally, USFWS and NMFS databases were utilized. Marine Mammal observers will be stationed during any dredging activities. If any marine mammals or sea turtles are observed near the site, operations will cease until the animal has left the vicinity. 6. Essential Fish Habitat (Corps Requirement) 6a.
