O'Leary Page 2 PROJECT DESCRIPTION The project site is located at 56 Pelican Drive, adjacent to Lee's Cut and Greenville Sound in the Town of Wrightsville Beach, New Hanover County To locate the property of interest from the Wilmington Regional Office (WiRO), travel east on Eastwood Road for approximately 3 miles towards Wrightsville Beach From the AIWW drawbridge, continue to travel east on West Salisbury Street (US HWY 74) for approximately one mile Turn left onto Pelican Drive and travel east and the property of interest will be located on the left The applicant currently maintains a residence dwelling (duplex) on the property and the lot is approximately 0 2 acres in size with an elevation of approximately 6'above normal high water (NHW) There is approximately 60' of shoreline frontage along Lee's Cut, which is currently stabilized by a composite bulkhead There is a narrow strip of Coastal Wetlands waterward of the existing bulkhead approximately 6' in width consisting primarily of Smooth Cordgrass (Spartrna alterniflora) Upland vegetation consists of maintained lawn grass and ornamental landscaping The applicant currently maintains a private docking facility in Lee's Cut An existing access pier, measuring approximately 18' in length by 6' in width extends into Lee's Cut and terminates onto an existing uncovered platform, measuring approximately 14' in length by 14' in width An access ramp leads onto a floating dock, measuring approximately 32' in length, which runs parallel to the shoreline and channel Two (2) floating docks, measuring approximately 32' in length by 6' in width each extend from this floating dock, which each running perpendicular to the shoreline and channel These floating docks are approximately 23' apart, which accommodate two (2) boat lifts, measuring approximately 12' in length by 12' in width each The existing docking facility currently accommodates up to four (4) vessels in water depths ranging from approximately -5 0' to -8 0' at mean low water (MLW) (See Sheet 1 of 3 of 3 and Project Narrative) The Wrightsville Beach Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Developed The waters of Lee's Cut, in Greenville Sound are classified as SB #, by the NC Division of Water Resources These waters are NOT designated as Primary Nursery Area (PNA), by the NC Division of Marine Fisheries and they are CLOSED to the harvest of shellfish PROPOSED PROJECT The applicant proposes to replace and reconfigure an existing docking facility within Lee's Cut Once the existing docking facility is entirely removed, anew access pier, measuring approximately 10' in length by 6' m width would extend from the existing bulkhead and terminate onto a new covered platform, measuring approximately 16' in length by 16' in width An access ramp would lead onto a new floating dock, measuring approximately 48' in length by 6' in width, which would run in perpendicular to the shoreline and channel in the same alignment as the access pier Anew floating dock, measuring approximately 23' in length by 8' in width would extend from the western side of the most landward end of this floating dock creating an "L- shaped" configuration Two (2) new boatlifts, each measuring approximately 14' in length by 14' in width would be installed within this 1-shaped" configuration As proposed, there would be two (2) side -to slips located on the eastern side of the main floating dock The proposed new configuration would continue to provide docking space for up to four (4) within existing water depths ranging from approximately -5 0' to -8 0' at MLW, aforementioned (See Sheet 2 of 3 and Project Narrative) 10 ANTICIPATED IMPACTS The proposed new docking facility would incorporate approximately 1,240 sq ft of Public Trust Area and Estuarine Waters, which is currently usurped by the existing docking facility The proposed structures would not encroach into the 15' riparian corridor setback requirement of the adjacent riparian properties The proposed structures would extend approximately 80' into a waterbody, which measures approximately 260' across This distance would exceed the %distance rule, however, it appears to conform to the 1/3 distance and the established Town of Wrightsville Beach pier head line, nor exceed the previous footpnntofthe existing docking facility The proposed structures would continue to accommodate up to four (4) vessels at this location within current water depths ranging from approximately -5 0' to -8 0' at MLW Minor increases in turbidity should be expected during the construction phase of the project, however, turbidity levels should return to normal once the project is complete Submitted by Robb L Mairs
