This letter is in response to the Notice of Deficiency Case No. NOD-2021-DV-0034 concerning the spill
that occurred on January 22nd, 2021 at 608 East Kearns Avenue, Guilford County, High Point, North
Carolina.
The above overflow was caused by sanitary towels that were found in the manhole restricting flow from
exiting the invert. Once the sanitary towels were cleared, the manhole returned to normal flow. During a
post inspection, crews performed source tracing and were able to discover that sanitary towels were
coming from a furniture manufacturer. This line was cleaned to prevent another repeat spill. This issue
was turned over to our Pretreatment Coordinator. Pretreatment staff contacted the business owner and
explained what was happening and recommended ways to prevent further issues as well as providing
them with educational materials to be distributed to their employees. The Water and Sewer Mains
Division has followed up on a weekly basis to provide updates to the employer as well as cleared any
material not suitable to be disposed of in the collection system. The furniture manufacturer initiated an.
education program to address the incorrect disposal of paper towels in the toilets and installed
commercial paper seat covers dispensers in all their restrooms. The Water and Sewer Mains Division
has noticed a significant improvement and have not had any other issues in this area.
