In reference to the violations listed for the May 2020 Discharge Monitoring Report (DMR) for the subject facility the
Daily Maximum and the Monthly Average exceedances are due to high flows that occurred in the month causing the
biological material in the reactor chamber to be washed out. During the month of May there was approximately 7.5
inches of rain received in a 3-week period. The results were less activity in the reactor to stabilize the incoming soluble
material and carryover of BODsto the reaeration tank where the samples are pulled before discharge to the receiving
stream. The high fecal coliform was because of the turbidity not allowing the UV light to penetrate to achieve the
desired results. Once the rain tapered off and the flow returned to more of a normal level, the system recovered from
the washout and stabilization of the biological material in the reactor chamber resumed. Subsequent sampling indicated
that the system did recover faster than we thought it would. Also, please consider that the receiving stream was at or
above flood stage for most of the three weeks mentioned above.
I hope this will be taken into consideration when addressing enforcement action for these violations.
