Director Carl Paglia Lexington Technologies Company LLC 5801 US Hwy 64 E Lexington, NC 27292 NORTH CAROLINA Environmental Quality March 15, 2023 SUBJECT: Compliance Evaluation Inspection Elizabeth Carbide of North Carolina NPDES WW Permit No. NCG500315 Davidson County Dear Mr. Paglia: Jesse Barnes, of the North Carolina Division of Water Resources (DWR), Winston-Salem Regional Office (WSRO), conducted a compliance evaluation inspection of the Elizabeth Carbide of North Carolina facility on February 14, 2023. Mr. James Day, Shop Superintendent, was present for the inspection. The facility was found to be compliant with the subject permit. Inspection findings are detailed in the attached Water Compliance Inspection Report. NPDES certificate of coverage NCG500315 for general permit NCG500000 was issued December 29, 2020 and expires November 30, 2025. There are no special conditions for the subject permit or certificate of coverage. The plant was restricted to the general public via controlled access to the private property and secured buildings. The inspector was granted access to all areas for inspection. Furnace cooling water was observed to be entirely contained within an automatically operated closed -loop recycling system. Conditioning chemicals have been added to the cooling water for corrosion control. The system has been designed to either recycle or vaporize excess cooling water. When operating properly, no water is discharged from the facility. If a discharge, overflow, or spill were to occur from the furnace cooling water system, the wastewater would enter floor drains and be stored in collection basins until it could be pumped and hauled. The facility has maintained three in -ground collection basins, each having a capacity of approximately 1000 gallons, for 3000 gallons of total wastewater storage on site at all times. During the inspection, there were two additional mini -bulk -sized containers available for temporary storage of wastewater, if needed. There was no known outfall or effluent pipe discovered during the inspection, nor did facility staff know of any. If you no longer require a discharge permit, you should apply for rescission. Pursuant to NC General Statute (NCGS) 143- 215.6A, a civil penalty of not more than twenty-five thousand dollars ($25,000.00) may be assessed against any person who violates or fails to act in accordance with the terms, conditions, or requirements of any permit issued pursuant to G.S. 143-215.1. There were no significant issues noted during the inspection and therefore, a response to this inspection report is not required.
