Dear Mr. Snider:
In response to your NOV Letter dated March 3, 2023; there was never an intentional violation on our part
or Pace Laboratories. Mr. Clifford Cain with Pace Laboratories, which is our School System Operator;
requested an exemption from temperature monitoring, due to a safety concern at the sample location. Since
the request, Mr. Cain has made an apparatus to allow him to safely collect the samples. Also, two of the
weeks during the violation period; School was out observing Christmas Break. Since samples have been
able to be collected, all results were within perimeters.
Enclosed is the e-mail transmission between Clifford Cain, Charles Weaver and Seren Homer, which
should help to clarify the steps that were taken to move forward with collections. Hopefully, this will not
lead to any monitory violations for Stokes County Schools.

Hey Seren,
After our conversation on 12-16-2022 1 made a sampling apparatus to monitor the stream at North
Stokes. Monitoring began on 12-19-2022 with the next week starting the holiday break so no discharge
for 2 weeks. All parameters have been monitored for since that date. If you are not receiving the data
please let me know and I'll get it to you.

I wanted to give you a heads up that Stokes County Schools will be receiving an NOI for persistent
monitoring violations at this facility. I know you expressed concerns regarding safe access to the sampling

but I have not seen a request for a permit modification come through. If you still feel these

Good afternoon Cliff,
We reached out to our central office regarding your request for exemption. They said we allow for
changes in stream sampling locations in cases when existing locations become unsafe. You can send a
modification request explaining why the existing locations are unsuitable, and what new locations you
propose to use (including their approximate distance from the outfall). It would probably be beneficial to
include pictures as well to support your request. You can send the request via email to Charles Weaver
(Charles.weaver@ncdenr.gov).
Technically, the request is supposed to come from the permittee. If you do not believe this is feasible, we
can try to work it out so you can submit the request on behalf of the permittee, as long as the permittee is
