NARRATIVE DESCRIPTION: The project site is a 35 acre single family subdivision located off of Highway 24 in the Newport area of Carteret County. The subdivision lies adjacent to Bogue Sound, east of Jumpin' Run Creek. The lots average 1/2 acre in size, with an average site elevation of 12' above mean sea level. The residences are existing, as are finger piers and a community boatramp. The shoreline has been stabilized by a vertical bulkhead. Residences in the development are serviced by private wells and septic systems. The project site is carries a Carteret County Land Use Plan classification of Developed outside of the CAMA AEC, and Conservation within the CAMA AEC. The Division of Marine Fisheries has not designated the waters of Bogue Sound at this site as Primary Nursery Area; the area is closed to the taking of shellfish for consumption; the Division of Water Quality classifies the waters as SA. There is a peninsula extending approximately 320' into Bogue Sound which is owned by the Somerset Plantation HOA. The association docks extend westward from this peninsula, which is stabilized with a traditional bulkhead. This area is vegetated with typical lawn grasses. There was a pier to serve the homeowners extending from the point of the peninsula. There is no marsh grass around the point of the peninsula, nor is there any evidence of shellfish or SAV beds. The SAV beds to the east side do not extend to within the project area. The substrate in the project area is very sandy. The applicants have received CAMA General #021193-C to place riprap waterward of the bulkhead for a distance of 5', and replace the pier. After discussions with their marine contractor, the applicants have now determined that 5' is not sufficient, and have consequently applied for a major CAMA permit. The existing bulkhead is failing. The structure has a low profile construction, and consequently, storm waters have flowed over the wall, causing stress and resulting in a "bowing" effect. Portions of the fill behind the wall have washed out as well. The deadmen have pulled forward, and tiebacks are exposed. The contractor has determined that he cannot construct a sufficient rock structure to support the failing wall within the 5' area allowed under the General Permit. I would concur with this assessment. Replacement of the bulkhead is not financially feasible for the HOA. Therefore, they are requesting to place the rock for a distance of 6' to 10' waterward of the wall around the point, for a length of 250'. Although the application requests 6' to 10', site evaluations and discussions with the contractor have led me to believe that the structure will be constructed to an average overall width of 10'. Additionally, the applicant will perform some maintenance work to the bulkhead, in the form of tieback and deadman replacement, with the need for additional fill. The proposal is to fill a 40' x 15' high ground area that has scoured behind the wall during recent hurricanes. 10. ANTICIPATED IMPACTS: The project as proposed will require the filling of approximately 600 square feet of high ground, and approximately 2500 square feet of sandy, shallow bottom area within Bogue Sound. If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to carry out the project. • An accurate, dated work plat (including plan view and cross-sectional drawings) drawn to scale in black ink on an 8 1/2' by 11 " white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger .plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the Revised 03/95 Form DCM-MP-1 site.
