Forsyth Investments Company, LLC is proposing to construct 219 single-family residential lots as part of the Avery Woods Subdivision. The site is located west of Youngsville on Holden Road on Franklin County Parcel ID Nos. 1842-76-1367, 1842-66-1923 & 1842-77-3839. Phase 1 will consist of 103 lots. Since this project lies in Franklin County's jurisdiction, we have utilized the agreed upon wastewater design flow rate of 250 gallons per day per lot. Thus, the total wastewater flow generated by Phase 1 of this project is expected to be 25,750 gallons per day (GPD). The phase 1 sewer system consists of 29 proposed public 4' diameter manholes, 9 proposed 5' diameter manholes, 3 proposed 6' diameter manholes, 6,153 feet of 8-inch SDR35 PVC and 1,452 feet if 8-inch CL35O DIP. Additionally, the subdivision development proposes a public sewer lift station that will ultimately be managed/maintained by Franklin County. The lift station consists of a single 8' diameter wet well, with duplex solid handling pumps, pump control system with telemetry, on site backup generator, and 3,376' of 4-inch C90O PVC force main. The proposed force main will outlet into an interceptor manhole located near an existing pump station east of the site along Holden Road. Please let me know if you have any questions or need any additional information. Sincerely, Christopher A. Lewis, PE Principal 919. 802.7146 ciewis@flmengineering.com 2023 FLM Engineering, Inc. Bryce Mendenhall, Utilities Director Franklin County Public Utilities 1630 US Highway 1 Youngsville, NC 27596 Subject: Franklin County Public Utilities WWTP Permit No. NCO069311 Adjusted Daily Sewage Flow Design Rate Franklin County Dear Mr, Mendenhall: Michael F. Easley, Governor William G. Ross Jr., Secretary North Carolina mpartmcnt of Environmenl and Natural Resources Alan W. Klimek, P.E. Director Division of Water Quality On June 11, 2008, the Division of Water Quality (Division) received your request for an adjustment to the daily sewage flow design rates. This adjustment would apply to all Franklin County Public Utilities permitted but not yet tributary connections and all future connections tributary to this facility (with the exception of permits whose flows are tributary to the collection systems of Franklinton and Youngsville) in accordance with 15A NCAC 02T .0114(f). A flow adjustment to 250 gallons per day per residential dwelling was requested. The Division's Raleigh Regional Office reviewed the information provided by you and additional information provided by your consultant to the Raleigh Regional Office dated June 26 and June 27, 2008. In accordance with 15A NCAC 02T .0114(f)(2), the Raleigh Regional Office has evaluated all the submitted data and considered other factors including weather conditions during the data period of calendar year 2007, DMR monitoring data for this facility and an analysis of flow reduction data for other facilities comparable to the Franklin County WWTP and collection system. Based on the data submitted, the Division hereby approves the use by Franklin County Public Utilities for the collection system described in Permit No. WQCS00179, and the treatment plant described in Permit No. NCO069311, an adjusted daily sewage design flow rate of 250 gallons per day per single-family dwelling, effective immediately. This flow reduction shall be applicable to existing permits with flows not yet tributary to the Franklin County collection system and all future permits issued to Franklin County Public Utilities. This flow reduction SHALL NOT APPLY to sewer extension permits issued to or tributary to the collection systems of the towns of Youngsville and Franklinton in Franklin County. In granting this flow reduction, please be advised that the Division will not reissue any outstanding permits made prior to this flow reduction request. If reissued permits are desired, a permit modification request with the appropriate fee must be submitted for each permit to be so modified. Flow allocation and tracking files maintained by the Raleigh Regional Office will be updated for any flow being shown as not yet tributary to the WWTP.
