Dear Mr. Weber:
A letter of request for an Authorization to Construct was received March 14,
1988, by the Division and final plans and specifications for the subject project
have been reviewed and found to be satisfactory. Authorization is hereby granted
for the construction of a .08 MGD wastewater treatment facility consisting of an
influent pump station with dual, submersible .140 GPM pumps, a 16,000 gallon influent
surge tank with a 60 CFM blower, a bar screen, dual 50,000 gallon aeration tanks,
dual 8,333 gallon clarifiers, an 8,000 gallon sludge holding tank, a flow splitter
box, dual 28 sq.ft. tertiary filter cells, dual tablet chlorinators,. a.1,666 gallon
chlorine contact tank, a recording flow meter, a 1.,600 gallon post aeration tank,
effluent pumps and a stand-by power generator.
This Authorization to Construct is issued in accordance with Part III paragraph
B of. the NPDES Permit No. NC0056154 issued February 8, 1988, and shall be subject
to revocation unless the wastewater treatment facilities are constructed in
accordance with the conditions and limitations specified in Permit No. NC0056154r
The Permittee must employ a certified wastewater operator in accordance with
Part TII paragraph C of the referenced permit.
The sludge generated from these treatment facilities must be disposed of in
accordance with G.S. 143-215.1 and in a manner approvable by the North Carolina
Division of. Environmental Management.
In event the facilities fail to perform satisfactorily .in meeting its NPDES
permit effluent limits, the per.m.ittne shall take such immediate corrective ati.on as
may be required by this Division, including the construction of addi.Lional
wastewater treatment and disposal. facilities.

The sand media of the tertiary filter bed must comply with the Division's sand
specifications.
The outfall shall extend extend at least 150 feet from shore into the main body
of the cove.
Upon completion of construction and prior to operation of this permitted
facility, a certification must be received from a professional engineer certifying
that the permitted facility has been installed in accordance with the approved plans
and specifications. Mail -the -Certification to the Permits and Engineering Unit,
P.O. Box 27687, Raleigh, N.C. 27611-7687.
A copy of the approved plans and specifications shall be maintained on file by
the permittee for five years from the date of issuance.
