Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The Project Area is made up of mixed hardwood and pine woodland with no cleared land. Explain the purpose of the proposed project: * The purpose is to install a crossing across and existing wetland to access to potential building lots for individual homesites. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project is to install a crossing across a ephemeral stream and wetland to have access for 2 building lots. The crossing will be for a drive way instead of a subdivision street. Due to the flatness of the upstream drainage area, 4 culverts are being installed to reduce the possibility of back water flooding or ponding on upstream property in a storm event. The road will be cleared by bull dozier and track hoe. The driveway will be graded with a motor grader and the culverts will be installed by a track hoe. The driveway final surface will be gravel and the shoulders and side slopes seeded. 5. Jurisdictional Determinations 5a. Comments: The 56 Ift of crossing impact includes a 36 Ift culvert and 20 Ift of riprap placed flush with the bottom of the stream channel. The stream feature is ephemeral but did have a partially defined channel with a high water mark. The impact table will not allow an ephemeral stream type so I checked intermittent. E. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The crossing was designed to impact the ephemeral stream and wetland perpendicular as practical and the narrow section of the wetland. The crossing has shoulders being reduced from 4 ft wide to 3 foot wide to minimize the impact. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The wetland will be marked in the field and protected with silt fence. An approved sediment and erosion control plan will be followed. The culvert will not be installed in unusual wet periods. 2. IPaC-1) Tricolored Bat -The Project Area is only 4.1 acres, no bats have been observed. 2) Red -cockaded Woodpecker -"Makes its home in mature pine forests" No habitat, pines are not mature or old growth. 3) Neuse River Waterdog- "They are usually found in streams wider than 15 meters (m), deeper than 100 centimeters (cm), and with a main channel flow rate greater than 10cm/second." The area that was marked as a stream on the soil map was not a Neuse Buffered feature. The existing feature was determined to be ephemeral, and braided like a linear wetland. no habitat, no affect. 4) Carolina Madtom- "Prefer clean water with permanent flow" no habitat no affect. 5) Atlantic Pigtoe-"Is dependent on clean, moderate -flowing water" No habitat no affect 6) Dwarf Wedgemussel-" To survive, they need a silt -free, stable streambed and welloxygenated water free of pollutants" No habitat no affect 7)Tar River Spinymussel-No habitat, no affect 8) Yellow Lance -No affect 9) Monarch Butterfly -"Are found in meadows, roadsides, and sandy areas where milkweed plants grow."
