The applicant's owns approximately 1,321 acres of laird that is situated on the northern side of the intersection of Salmon Creek with the Chowan River. The 1,312 acres is divided into 3 different tracts: Tract 1 is approximately 406 acres located on the Chowan River, Tract 2 is approximately 900 acres located on Salmon Creek and Tract 3 is approximately 15 acres on the Chowan River. Approximately 2,962' of the site fronts the Chowan River with an additional f 19,918' adjacent Salmon Creek. There is no shoreline stabilization in place at the subject site. The applicant's fiiture plan is to develop a113 Tracts. However, this application is only for the shoreline stabilization of Tract 1 on the Chowan River. Tract 1, site of tlus application is predominately a pine plantation with mature mixed hardwoods located on the bluff shoreline for a distance of approximately 500' landward. The river shore is a t35' sand beach in most areas that terminates at a X25' high erosion escarpment. The beach area is sporadically vegetated with upland grass and herbaceous shrubs. The downstream (south) side of the tract transitions into a wooded wetland with asmall-unnamed stream run. The site is bordered on the downstream side by an undeveloped lot located within an established development locally known as Bal Gra. The adjacent upstream (north) property is undeveloped and is of similar vegetation and topography as the project tract. This site is X25' above the normal water level (NWL). The Chowan River in this area is classified B-NSW by the Environmental Management Commission and is closed to shellfishing. Project description The applicant proposes to stabilize 2,290 of shoreline on Tract lwith anon-traditional bulkhead (Redi-Rock wall) and rip rap placed 6' waterward of the proposed wall. Construction of this wall consists of stacking pre-fabricated concrete blocks on a gravel foundation. The proposed bulkhead alignment is an average of 2' and a maximtiin of 5' waterward of the normal water level. The applicant is also proposing 12- 50' long riprap groins and 1-100' long riprap groin. These groins will have a base width of 15' and be filled with clean sand: The applicant proposes to protect the wooded wetland on the downstream side of the tract with 92' of riprap placed a maximum of 15' waterward of normal water level. A 6' wide by 2,2.60' long trex decked boardwalk with handrail will be located atop and immediately landward of the proposed bulkhead. Bal Gra C/O Alf-Fc Bal Gra Harbor, LLC Bertie County Page 2 Anticipated impacts The project as proposed will result in filling a total of~30,200 ft2 of river bottom associated with the construction of the bulkhead (f4,580 ft2), riprap (f13,740 ft2), groins (f10,500 ft2) and wetland protection (1,380 ft2) as well as the disturbance of f 143,125 ft2 (f3.3 acres) of uplands as a result of backfilling and sloping to the height of the erosion escarpment landward of the proposed bulkhead. The proposed project is intended to stabilize an eroding shoreline, provide improved pedestrian adccess to the water and increase recreation opportunities. The installation of an engineered Redi-Rock wall will limit future erosion, sedimentation and turbidity resulting from sloughing and calving of the existing soils caused by wave action upon the shoreline. The wall and. boardwalk will be primarily installed from the landward aide using a combination of excavators, skid steer loaders, and off road dump tructs. After extablishement of the footing and preparation of a washed stone base the blocks will be set in place using an excavator staged on land. The interlocking blocks will be stacked upon the lower course until the full wall height of 6.5' (feet) is reached (approximately five courses of block will be installed). The wall will be backfllled with a combination of quarried stone and local material generated on site. It is extimated that it will require 46,000 cubic yards of material to backfill the wall. The boardwalk is intended to provide increased recreation opptunities and improved community access to the resource. The boardwalk will be installed following completion of the wall and provide a level walking surface and improved access to the near shore area. Minimal equipment will be needed for the installation of the boardwalk. c. Describe the proposed construdian methodology, types of construction equipment to be used during construction, the number of each type of equipment and where it is to be stared. Construct groins and sill with Class "B" Rip Rap. Material will be delivered by truck and transported by two (2) skidsteers. The foundation far the bulkhead will be constructed using two (2) excavators to prepare a foundation trench, lined with geo- textile fabric, fill with clean stone, compacted, and Redi-Rock blocks placed to form the bulkhead. We will backfill using clean stone and backfill material from the site. Redi-Rock blocks will be delivered by truck and transported to the site by two (2) skidsteers. The boardwalk will be constructed with materials being delivered by truck. All equipment will be stored upland on-site. d. List all development activities you propose. The proposed shoreline improvements in this application are for the first phase of the overall scope of work proposed for the Bal Gra development. The full CAMA application for the overall project will be forthcoming. The scope of work included in this revised application is limited to a bulkhead, a rip rap sill, rock groins, and boardwalk. The purpose of the proposed bulkhead is to stabilize the existing shoreline currently showing signs of considerable erosion. The bulkhead will be constructed along the normal water line as indicated on the survey. The bulkhead will be back filled with approximately 46,000 cubic yards of select fill material from an upland site located on the Bal Gra property. Class "B" Rip Rap stone will be placed at the toe of the proposed bulkhead to reduce the possibility of water and waves under mining thE; bulkhead in the future. A 6' wide boardwalk is proposed to be constructed on top of the bulkhead to allow for general public, pedestrian access along the length of the bulkhead. The bulkhead and boardwalk will be constructed in a common open space for use by the residents of the Bal Gra development. The boardwalk will be constructed with pressure treated wooden posts, framing, and railings meeting all applicable Norih Carolina building codes. The decking will be a composite decking spaced in accordance with the manufacturer's reccomendationss which will allow adequate drainage through the pervious boardwalk. Several Rip Rap groins are proposed to extend into the water perpendicular to the face of the proposed bulkhead. We propose to install twelve (12) groins that will be constructed 50 feet long and one (1) additional groin that will be constructed 100 feet long, The length, location, and purpose of the groins are to mitigate the migration of the sediment located in front of the proposed bulkhead to other areas. All groins shall be constructed as shown on the attached plans.
