This submittal is to add 1,428 LF 8" PVC and 87 LF 8" DIP gravity sewer as well as 504 LF 3" C900 sanitary sewer forcemain to the existing permit. The permit application includes all components, new and old. We are also requesting an increase in the generated wastewater to account for Lots #5 & #9 as well as adding flow to Lot #15 to account for 112 1-bedroom,164 2-bedroom and 36 3-bedroom apartments in accordance with the flow reduction letter dated 9/30/2022 (attached) as well as 1,000 GPD for the Amenity for the apartments. The estimated Daily Design Flow is listed in the calculations as 120,000 GPD. Box 759 Pittsboro, NC 27312 Subject: Residential Flow Reduction Approval Pittsboro Collection System (WQCS00146) Town of Pittsboro Chatham County Dear Mr. Jackson: NC Dept of Environmental Quality DEC - 6 2022 Raleigh Regional Office On August 25, 2021, the Division of Water Resources (Division) received a request for an adjusted daily sewage flow rate (flow reduction) that would apply to all permitted but not yet tributary residential connections and all future residential connections within the Town of Pittsboro service area. Additional information was requested by the Division and was received on March 23, 2022 and September 23, 2022. In accordance with 15A NCAC 02T .0114(f)(2), the Division has evaluated the request, and based on the data submitted, the Division hereby approves for use by the Town of Pittsboro an adjusted daily sewage design flow rate with the following conditions: • The flow reduction is applicable to residential multi -family dwellings only. • The minimum flow for 1- and 2- bedroom dwellings shall be 144 gallons per day. • Each additional bedroom above two bedrooms shall increase the volume by 72 gallons per day per bedroom. • This flow reduction shall not apply to sewer extension applications and/or permits for any other public or private organizations whose wastewater flows are or might become tributary to the Town of Pittsboro collection system (WQCS00146). Future sewer extension applications should be made using the flow reduction amount stated above. In accordance with 15A NCAC 02T .0114(f), the Division periodically requires reassessment of wastewater flow data associated with the collection system or the receiving wastewater treatment plant as applicable to confirm the suitability of the approved flow reduction value. The Town of Pittsboro shall submit documented, representative data in accordance with 15A NCAC 02T ,0114 1 A-Hprior to March 31 2029. Failure to submit the required data by this date will result in this flow reduction approval letter becoming null and void. Upon review of the data, the Division shall either reapprove, modifyogrant reapproval for the previously !Ipproved flow reduction value. The granting of this flow reduction does not prohibit the Division from reopening, revoking, reissuing and/or modifying the flow reduction as allowed by the laws, rules, and regulations contained in 15A NCAC 02T, NCGS 143-215.1, or as needed to address changes in State and/or Federal regulations with respect to wastewater collection systems, protection of surface waters, and/or wastewater treatment. Cassidy, I left you a voicemail earlier this week but I know you are busy and probably haven't had time to even think about it. think that you have everything that you need in order to issue the permit modification. Please confirm. However, the voicemail I left you stated that we were going to need to modify the permit again soon due to the test results of the pump station being more than a 5% increase/decrease from the current permit, so I will not be able to certify the pump station without modifying the permit again first. My question to you is, since this is a simple change, would it be best to capture it on this permit modification or wait and do another one? I need to get this permit modification soon so that I can get the Contractor for the Lot #15 Apartments going on the construction, so if this is only a few days delay, I think we should make it happen with this modification. If it is going to be a few weeks delay, I would request an approval of this modification and then I will submit another one for the pump station information. Based on the startup test on Tuesday, the pumps were running at 405 and 400 GPM. Included in this email is the following information based on the installed pump(s): 1. Thank you for including the Flow Reduction approval letter for the apartments. The application appears to also propose reduced flows for the gas station (Lot 6), grocery (Lot 7), and carwash. Proposed flows that deviate from the 2T design flows must be reviewed and approved by NC DWR's Municipal Permitting Unit before they can be used. Has this been done? The flows for the gas station and grocery have been revised back to the originally permitted flows. 2. Additionally, flow reductions are approved for permitted, but not yet tributary flows. As the gas station and grocery were previously permitted, are these facilities constructed and flows tributary to the collection system? If they are existing, a reduced flow cannot be used. See above. 3. Part Vill. 5. includes 504 linear feet of 3" force main for this project. The method of solids reduction for force mains less than 4" in diameter (below the force main table) was not marked on the application. Please identify the method of solids reduction as required per the MDC (i.e. grinder pump). The grinder pump option has now been checked. 4. Per Instruction F of the application, the topo map should show the general location of the project components and downstream connection point. The topo map has been revised and is attached. 5. For clarity, does the application include all components to be included in this modification, including the new components as well as those previously -permitted that will remain in the project, and remove any lines that will not be included in the project? (6,201 LF of 8" gravity, 994 LF of 6" force main, 504 LF of 3" force main, and a 427-gpm duplex pump station with standby power). Yes and this is now clarified in the cover letter.
