The following will be the request I send to the agencies. Please let me know if you find it acceptable or if you have any
additional concerns that need to be addressed.
NCDOT requests to modify the permits for the San Souci Road Shoreline Stabilization Project on the Cashie River in
Bertie County. The project was authorized under USACE General Permit 291 (SAW-2015-00047), 401 Water Quality
Certification No. 3900 (DWR project #14-1325), and CAMA Major Permit No. 8-15. NCDOT proposes to use
approximately 85 linear feet of sheet piling rather than rip rap in the vicinity of the ferry ramp and the proposed gravel
turn around, as shown in the attached permit drawings. This change would result in a decrease of 150 sq. ft. of wetland
impact (430 sq. ft. down to 280 sq. ft.), and provide better protection for the ferry ramp and the gravel turnaround. The
total length of the shoreline stabilization would remain 240 linear feet. The sheet piling would be installed with a
vibratory hammer on an excavator.
In addition, both the GP291 and the CAMA Major Permit include a permit condition that enforces an in-water work

moratorium between February 15 and June 30 of any year. Due to funding availability for this fiscal year, NCDOT
requests relief from the moratorium. For the rip rap stabilization part of the project, lifting of the entire moratorium
period is requested. For the proposed sheet pile installation, NCDOT requests the end of the moratorium be shortened

from June 30 to June 1.
The roadway approaching the ferry ramp is intermittently flooded during the summer months, and could prevent the
sheet pile installation for numerous days. The sheet pile installation optimally should take 3 days to complete, with the
majority of it in wetland areas. A 30 day time period before the end of the fiscal year would provide a sufficient window
of time to install the sheet piling. This time period would allow for delays due to adverse weather or road conditions.
