RE: Inclusion of the Belhaven Water Treatment Plant(WTP)
Tar-Pamlico Basin Association
Dear Mr. Johnson:
In the January 12, 2007 meeting,the Tar-Pamlico Basin Association(TPBA)voted to accept the Belhaven Water
Treatment Plant(permit number NC0086584)into their NPDES discharge monitoring coalition. As stated in the
Memorandum of Agreement(MOA)between the TPBA and the Division of Water Quality(DWQ), the addition
of a discharger into the coalition requires a written amendment to the MOA signed by a representative of the
discharger,the TPBA chairman,and the DWQ.
To this point I have enclosed a revised MOA for your signature. The only difference between this revision and
the original is the inclusion of the Belhaven WTP. Please sign the document in the appropriate location of page
six and send the signature page back to me in the enclosed addressed envelope. After obtaining the other required
signatures, I will provide Belhaven and the other members of the TPBA with copies of the signed revised MOA.
The Belhaven WTP will be responsible for the instream monitoring required in its NPDES permit until all parties
sign the revised MOA and the TPBA begins monitoring. The association is scheduled to begin monitoring in
March 2007.
