This permit renewal has the following differences from your current permit: > The Flow limit has been removed in accordance with our current permitting strategy for membrane Water Treatment Plants. E=effluent,U=upstream of discharge location,D=downstream of discharge location. 2 Upon initiation of instream sampling by the Tar Pamlico Basin Association,instream monitoring required by this permit is provisionally waived in light of the permittee's participation in the Association. Instream monitoring will be immediately reinstated should the pennittee end its participation in the Association. 3 The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units. 4 Total Residual Chlorine monitoring and limit are only required if chlorine or a chlorine derivative is added to water that is discharged. The facility shall report all effluent TRC values reported by a NC certified laboratory, including field certified. However,effluent values below 50 ug/L will be treated as zero for compliance purposes. s Acute Toxicity Monitoring P/F(Mysidopsis bahia)@ 90%,during the months of January,April,July,and October. See Part I,Condition A.(2.). Further studies will be required to determine the cause of toxicity,if any. The collection of samples shall coincide with the sampling of other parameters. — -- —All samples collected shall be-of a representative discharge. There shall be no discharge of floating solids or visible foam in other than trace amounts. Permit NC0086584 A. (2.)ACUTE TOXICITY MONITORING(QUARTERLY) The permittee shall conduct acute toxicity tests on a quarterly basis using protocols defined in the North Carolina Procedure Document entitled"Pass/Fail Methodology For Determining Acute Toxicity In A Single Effluent Concentration"(Revised-July, 1992 or subsequent versions).The monitoring shall be performed as a Mysid Shrimp(Mysidopsis bahia)24 hour static test. The effluent concentration at which there may be at no time significant acute mortality is 90%(defined as treatment two in the procedure document).Effluent samples for self-monitoring purposes must be obtained during representative effluent discharge below all waste treatment. The tests will be performed during the months of January,April,July,and October. All toxicity testing results required as part of this permit condition will be entered on the Effluent-Discharge Monitoring Form(MR-1)for the month in which it was performed,using the parameter code TGE3E. Additionally,DWQ Form AT-2(original)is to be sent to the following address: Attention: North Carolina Division of Water Quality Environmental Sciences Section 1621 Mail Service Center Raleigh,North Carolina 27699-1621 Completed Aquatic Toxicity Test Forms shall be filed with the Environmental Sciences Section no later than 30 days after the end of the reporting period for which the report is made. Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in association with the toxicity tests,as well as all dose/response data.Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required, the permittee will complete the information located at the top of the aquatic toxicity(AT)test form indicating the facility name,permit number,pipe number,county,and the month/year of the report with the notation of"No Flow"in the comment area of the form.The report shall be submitted to the Environmental Sciences Section at the address cited above. Should the permittee fail to monitor during a month in which toxicity monitoring is required,then monthly monitoring will begin immediately. Upon submission of a valid test,this monthly test requirement will revert to quarterly in the months specified above. Should any test data from either these monitoring requirements or tests performed by the North Carolina Division of Water Quality indicate potential impacts to the receiving stream,this permit may be re-opened and modified to include alternate monitoring requirements or limits. If the Permittee monitors any pollutant more frequently then required by this permit,the results of such monitoring shall be included in the calculation&reporting of the data submitted on the DMR&all AT Forms submitted. IWC%: 1 100 1.0 Proposed Changes Incorporated into Permit Renewal In keeping with our Permitting Strategy for membrane WTPs,the flow limit has been removed,but monitoring is still required. In keeping with EPA requirements,turbidity monitoring without a limit has been added back to the permit. The receiving stream, Pantego Creek changes classification at the highway 264 bridge. On the upstream side, the classification is C-NSW, Sw, and is not listed on the 2010 303(d) list. On the downstream side, it is classified as SC-NSW, and is listed on the 303(d) list as impaired for chlorophyll a and for copper. The discharge had been considered going to the SC-NSW water,but a review of the map sent with the renewal application clearly shows the discharge going about 200 feet above the bridge into class C waters. The pH limits have been changed to reflect this. 2.0 Summary This is a renewal for an existing reverse osmosis membrane filtration water plant for the Town of Belhaven. This permit was first issued in 1999 and a number of limits and monitoring requirements were included based on expected effluent characteristics. For this renewal the permit will be further tailored based on the results of those tests,as well as to align with the current membrane WTP strategy. 3.0 Compliance Summary DMR Data Review DMR data from January 2008 through October 2010are summarized below. Chlorides showed no RP. The maximum predicted Cw was 84 ug/L,compared to the WQ standard of 230,000 ug/L. Monitoring for chlorides will be removed from the permit. The limit for nickel will be removed,as there is no reasonable potential for the facility's discharge to cause a water quality violation for this parameter. Copper,iron,and zinc all showed RP,but these are action level parameters;the plant has consistently passed all WET tests, so no limits are required. Monitoring for copper,fluoride,iron,nickel,and zinc will be changed to quarterly from monthly. WET Test Results The Belhaven WTP has a quarterly acute monitoring requirement using an effluent concentration of 90% and mysid shrimp. The facility has passed all WET tests during the current permit cycle. Correspondence File Review/Compliance History Correspondence files were reviewed for the period of 2008-2010. Upstream of the US 264 bridge is classified as C-NSW, Sw and is not listed on the 2010 303(d) list. Downstream is classified as SC-NSW and is listed as impaired for chlorophyll a and for copper. The plant's discharge has been considered to be to the salt water section and limits were set accordingly. On this renewal, I reviewed the map included with the application and saw that the discharge is actually to the freshwater section. As a result of the change in classification of the receiving stream,and the results of the RPA conducted,some changes have been made to the permit. They are: • Monitoring requirements have been removed for chlorides due to lack of reasonable potential for this pollutant to cause an exceedance of water quality standards. • The limit has been removed for nickel; monitoring has been changed to quarterly as the result of EPA required statistical analysis of DMR records. • Monitoring for copper,fluoride, iron and zinc are changed to quarterly from monthly. Copper,Zinc and Iron all have RP, but they are action level parameters and the plant has passed all WET tests,so no limits. • Monitoring for turbidity has been added back to the permit in accordance with EPA requirements. • The limits for pH have been changed to 6.0 S.U.to 9.0 S.U.from 6.5 S.U.to 8.5 S.U. Describe the treatment process(es) for the raw water: Water is drawn via two of three ground water wells at any given time at a rate of 400 GPM. The well water has acid and a scale inhibitor added to convert the sulfides to carbonate and prevent scaling of the membranes. The treated well water is then filtered by 5 micron filters and forced through two separate skids containing thirty six Filmtec NF90-400 Membrane Elements per skid a two stage process where a 75% recovery process occurs. 100 GPM of waste water or 25% of the recovery process is sent to a field ditch in front of our facility. This waste product contains minerals and inorganics concentrated by the process, the PH level averages 7.0 su. 300 GPM of clean processed water (Permeate) is further processed for human consumption. The permeate is mixed with 50 GPM of filtered raw well water and then cascades through a degasifier ( to vent the sulfides to the atmosphere). After the degasifier a corrosion control product is added to protect the distribution lines from deterioration. Sodium Hypochlorite at 12.5% is added for disinfection of the drinking water and 50% sodium Hydroxide is added to adjust the PH. The water then fills a 300,000 Gallon holding tank for chlorine contact time and storage. The water is then pumped to town for comsumption. 8. Describe the wastewater and the treatment process(es) for wastewater generated by the facility: The membrane facility generates waste water (concentrated well water) at a metered 100 GPM; 50 GPM per skid. As the well water is forced through the first stages of skid #1 and skid #2 the water becomes clean and seperates from the minerals and suspended particles in the process sending the clean water through the center tubes in the middle of the membranes and the concentrate or waste to the outside of the membrane away from the permeate or clean water. At this point only 50% recovery has taken place. The waste water from the first stage now enters the second and final stage where the water is processed once more 25% going to the drinking water side and 25% going to the waste at 50 GPM per skid. After the consentrate or waste water exits the Water Treatment Facility it discharges in a field ditch 100 feet from the facility where the water then flows south towards Pantego Creek approximately 1.39 miles away from the facility. Along the way to Pantego Creek the discharged concentrated well water is absorbed by the soil diluted by rain water run off and evaporation. The treatment processes are all natural. It is only a concentration of well water minerals and inorganics. This ficility processes ground water and produces no sludge or solids so as a result has no Solids Handling Plan. 9.
