This was a mistake. We received the 404 certification on August 15, 2014 and assumed the 401 certification
had been accepted or passed. I know the 404 is typically not issued by the US Army Corp of Engineers until
concurrence is received from NCDENR. I thought the permit was accepted. When I received the Request for
Additional Information dated September 2, 2014, the culvert had already been installed. I was onsite and have
inspected the installation. When it became evident that NCDENR had not pasted on their review, I did request
Mr. King not remove the other culverts until the stormwater issue was resolved.

We stopped by the Beaverdam road project last week to have a look at the site. I know that it is currently on
hold and we are reviewing the newly submitted stormwater low density information.
The culvert impact on the plan appears to have been installed? Do you know why the culvert was installed
when the 401 certification has not been approved yet?
