FORM: WQROSSR 04-14 Page 2 of 2 On March 6, 2023, Division of Water Resources staff Caitlin Caudle and Chris Smith conducted a permitting site visit to review newly permitted fields. Brent Collins, EMA Resources, was present during the entire site visit. On March 7, 2023, Ms. Caudle continued reviewing the permitted fields. Ms. Caudle also reviewed fields on February 24, 2023. The provided soil descriptions are within the range of characteristics of Fairview. CS-06- 04 was originally permitted as Clifford and CS-06-03 permitted as Fairview. Fairview may be a more appropriate soil series for the combined 03 and 04 field. Fairview has a more conservative RYE rate than Clifford for fescue. Based on field conditions, buffers were removed or added, a rock outcropping is present in the field, and stream lines were added. Fairview is the predominant soil series for this field. Based on site conditions, buffers were added for stream lines, ditches, and restrictive slopes. Fairview is the predominant soil series for this field. Based on site conditions, buffers were removed. CS-12-02 CLC5 (36.424327,-79.447605) 0-6" 2.5YR 4/6, sandy clay loam, —40% gravel 6-13"+ 2.5YR 4/8, clay content increases, manganese concentrations, mica The newly cleared areas were removed as they were not completely cleared and unsuitable for land application at the time of inspection. This boring was completed in the original application area. Additional borings in the outlying areas were not completed to confirm that Fairview is the predominant soil series. Toast should remain the permitted soil series. Fairview is the predominant soil series. Based on site conditions stream lines and buffers were added. Other Observations: • According to Mr. Gould, the lime stabilization equipment is still installed but abandoned and no longer used. • The flow path of the plant stops at the sludge treatment basin, but there is a weir that allows supernatant to go back to the headworks of the Northside WWTP. • Robert Clifton and Alan Gould were both listed in the O&M Plan as Project Manager. Mr. Collins stated that Mr. Gould is the new Project Manager. Mr. Collins will update the O&M Plan to reflect that. • CS-6-1 was last applied on in 2014. The FSF is attached. • CS-9-10 has never been applied on. It is in a crop rotation and timing has not worked out to apply on the field. The operator has stated that the field will eventually be turned into a hay field. • Land was transferred from CS-07-01 to CS-07-02. This reflects current management practices, no concerns with the adjusted acreage. The predominant soil series for CS-07-02 would still be Fairview. • CS-09-02A is the original CS-09-02. A barn is being built on the back part of the field. 2A may change as field conditions change. • CS-09-02B and 02C were originally CS-06-02. 06-02 was permitted as Rhodhiss. 09-02B does not have a soil evaluation to confirm that Fairview is a more appropriate soil series. • CS-09-03 has areas that have been added to the field without new soil evaluations (marked on map). Will a soil evaluation be needed to add these formerly buffered areas to the application area? • The majority of the fields have a different soil series in the permit application than in Attachment B, but soil scientist comments were not provided to support changing the soil series. Caswell County is not in the RYE database and PAN values must be pulled from neighboring counties, e.g. Rockingham. The fields without new areas were not reviewed with a change in soil series in mind. Please advise on how to approach this. • The storage facility was not reviewed as it was visited during the 2022 CEI.
