This runoff has the potential to carry sediment and road surface pollutants into the wetland restoration area and it was determined necessary to provide an additional buffer and filtration in order to safeguard the sensitive bunched arrowhead habitat. The linear wetland feature in question is primarily associated with a previously excavated ditch that drains from Roper Road. This feature is essentially a narrow ditch bottom that extends upslope and is most likely a product of shallow groundwater that follows the topographic profile. The excavation of the sediment trap and rain garden may have some localized impact on ground water, but it is unlikely that this effect will extend more than 10 to 20 feet upslope given the nature of the soil profile. This is readily demonstrated by the fact that the existing ditch is constructed on a 6% grade which has the capacity to drain this wetland feature. However, the composition of the soil and the nature to the ground water have maintained this as a wetland feature. Additionally, this wetland feature is impacted further downstream with cut and fill activities directly associated with the construction of the proposed wetland restoration. Given the importance of establishing and protecting the bunched arrowhead habitat, our judgment has been that limited impacts to the existing linear /ditch wetland feature our outweighed by the benefits to gained by the wetland restoration. Please provide additional information so we can complete our review. The proposed plan shows a rain garden feature by the existing linear wetland along the western portion of the property. DWR understands from conversations with the US Fish and Wildlife Service that the proposed rain garden is intended to treat offsite stormwater runoff and protect the bog restoration area. Per the North Carolina Stormwater BMP manual, rain garden facilities shall not be used where the seasonally high water table or confining layer is less than 2 feet below the bottom of the BMP. It appears the proposed raingarden is located in an area with shallow ground water due to the proximity to existing wetlands. DWR is concerned that the proposed raingarden underdrains could affect the hydrology of the adjacent linear wetlands. Please provide justification for the use of a rain garden with underdrains in the proposed location or provide details for an alternative BMP. Contact me if you have any questions or concerns.
