A letter of request for Authorization to Construct was received February
2, 1984, by the Division and final plans.and specifications for the subject
project have been reviewed and found to be satisfactory. Authorization is
hereby granted for the construction of a 0.45 MGD wastewater treatment facility
consisting of a comminutor and manual bar screen, grit removal chamber,
recording flow meter and flow totalizer, three (3) extended aeration tanks
in series with total capacity of 459,000 gallons, dual 1420-CFM blowers plus
a stand-by unit, 44,750-gallon capacity aerobic sludge digestor, 71,700-gallon
capacity final settling tank, chlorine contact tank with 'gas injection system,
a post -aeration tank with air diffuser, six (6) sludge drying beds, stand-by
power generator, and associated fittings, valves and appurtenances to serve
the Town of Mar"s Hill and Mars Hill College.
This Authorization to Construct is issued in accordance with Part III
paragraph C of NPDES Permit No. NC0057151, issued April 2, 1984, and shall
be subject to revocation unless the wastewater treatment facilities are con-
structed in accordance with the conditions and limitations specified in
Permit No. NC0057151.
The Permittee must employ a certified wastewater operator in accordance
with Part III paragraph D of the referenced permit.
The sludge generated from these treatment facilities must be disposed of
in accordance with G.S..143-215.1 and in a manner approvable by the North
Carolina Division of Environmental Management.
In event the facilities fail to perform satisfactorily in meeting its
NPDES permit effluent limits, the Town of Mars Hill shall take such immediate
corrective action as may be required by this Division, including the construction
of additional wastewater treatment and disposal facilities.

The wastewater flowrate discharged to and treated by these facilities
shall not exceed 425,000 GPD until such time as NPDES Permit No. NCO057151
is modified to allow the discharge of up to 450,000 GPD of adequately treated
wastewater.
