Dear Mr. Highley:
The permit for the Carolina Pine Estates WWTP that was issued on November 3, 2003
contained an error in the effluent and monitoring requirements for the flow of 0.5 MGD. The total
nitrogen load was inadvertently omitted from this page. The total nitrogen load corresponding to a
flow of 0.5 MGD is 5,632 lbs/year. The effluent page for 0.5 MGD is included with the correction,
please replace this page in your permit.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within
thirty (30) days following receipt of this letter. This request must be in the form of a written
petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the

Kjeldahl Nitrogen.
3. TN Load is the mass load of Total Nitrogen discharged in a given period of time [see condition A. (3)]. The
annual TN Load limit shall become effective with the calendar year beginning on January 1, 2003.
Compliance with this limit shall be determined in accordance with condition A. (4).
4. The quarterly average for total phosphorus shall be the average of composite samples collected during each
