Wastewater Treatment Facility

Dear Mr. Vernelson:
A letter of request for Authorization to Construct was received June 8,
1984 by the Division, and final plans and specifications for the subject pro-
ject have been reviewed and found to be satisfactory. Authorization is hereby
granted for the construction of a 0.125 MGD wastewater treatment facility con-
sisting of a 4,000 gallon capacity aerated surge tank with dual submersible
220-GPM pumps and high water alarm; bar screen; inflow splitter box; dual waste-
water treatment lines, each with a 62,500 gallon capacity aeration tank, 6283
gallon capacity sludge holding tank and 9750 gallon capacity settling tank;
two 350-CFM blowers with a stand-by unit; dual tertiary filter system with 35
S.F. shallow -bed sand/anthracite filters, 6597 gallon capacity mud well, 5287
gallon capacity clear well, backwash pumps, and air scouring system; 2605 gal-
lon capacity chlorine contact tank with dual Sanuril tablet -type chlorina-
tors; a 4,000 gallon capacity effluent dosing tank with dual submersible 500-
GPM pumps and high-water alarm; stand-by power generation equipment; and all
associated piping, valves and appurtenances, including approximately 3,200 lineal
feet of 6-inch effluent discharge force main, to serve the Carolina Pines
Development.
This Authorization to Construct is issued in accordance with Part III,
paragraph C of NPDES Permit No. NCO056618 issued November 1, 1983 and shall
be subject to revocation unless the wastewater treatment facilities are con-
structed in accordance with the conditions and limitations specified in Permit
No. NC0056618.
The Permittee must employ a certified wastewater operator in accordance
with Part III, paragraph D of the referenced permit.
The sludge generated from these treatment facilities must be disposed of
in accordance with G.S. 143-215.1"and in a manner approvable by the North
Carolina Division of Environmental Management..

In the event the facilities fail to perform satisfactorily in meeting
its NPDES permit effluent limits, the permittee shall take such immediate
cortective action as may be required by this Division, including.the con-
struction of additional wastewater treatment and disposal facilities.
