Dear Mr. Matthews:
A letter of request for Authorization to Construct was received June
13, 1986, by the Division and final plans and specifications for the subject project
have been reviewed and found to be satisfactory. Authorization is hereby granted for
the construction of a 250,000 GPD wastewater treatment facility consisting of a bar
screen, a grit removal chamber, a 250,000 gallon aertion basis, four (4)
aeration/clarification modules each rated at 62,500 GPD, one 41,486 gallon aerated
sludge holding tank, four (4) 375 CFM blowers, gas Chlorination, a 6,000 gallon
chlorine contact chamber, sulfur dioxide de chlorination -equipment and a recording flow
meter to serve the Town of Maggie Valley with a treated discharge into Jonathans Creek.
This Authorization to Construct is issued in accordance -with Part III
paragraph B 'of the NPDES Permit NO. NCO056561 issued July 14, 1986, and shall be
subject to revocation unless the wastewater treatment facilitiesare constructed in
accordance with the conditions and limitations specified in Permit Nc..N00056561.
The Permittee must employ a certified wastewater operator in
accordance with Part III paragraph D of the referenced permit.
The sludge generated from these treatment facilities must be disposed
of in accordance with G.S. 143.215.1 and in a manner Approvable by the North Carolina
Division of Environmental Management.
The Asheville Regional Office, telephone number 704-253-3341 shall be
notified in advance of operation of.the installed system so .that,an in -place
inspection can be made. Such notification t'o-the Regional Supervisor shall be made
during normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday,
excluding State Holidays.

In event the facilities fail to perform satisfactorily in meeting its
NPDES permit effluent limits, the permittee shall take such immediate corrective
action as may be required by this Division, including the construction of additional
wastewater treatment and disposal facilities.
