Please find herewith the PCN application with supporting documents for the above referenced
project. The project site is located off of NC Hwy 42 and US Hwy 264 Bypass in Wilson, North
Carolina. Same application have also been sent to the US Army Corps of Engineers
The project will be for the construction of a storage facility and a driveway crossing a stream
and its buffer. The proposed impervious area is only 23.84 %.

Dear Mr. Mckeel
Environmental Services, Inc, (ESI) has completed the jurisdictional wetland and surface water
delineation for the Sleepy Hollow Development property in Wilson County, North Carolina The
project site consists of an approximately 30 -acre parcel located north of NC 42, west of Wilson,
North Carolina (Wilson County Parcel # 2791 -45 -3888 and 2791 -44 -4915)
Two (2) jurisdictional wetlands and one (1) jurisdictional stream channel were flagged per current
U.S Army Corps of Engineers ( USACE) and N C. Division of Water Quality (DWQ) criteria
Mill Branch is adjacent to the northern boundary of the property The main channel was not
delineated separately. Figure 1 depicts the general layout of the jurisdictional areas for the
property based on our field sketches. It is our understanding that the jurisdictional delineation
will be located by traditional survey The flagging sequences are included as an attachment
Wetland W1 is located in the northern portion of the property, abutting Mill Branch Soils within
the southern portion of W1 are highly disturbed due to past borrow activities Wetland W2 is
located in the southern portion of the property and is adjacent to, but not abutting stream S1
Stream S 1 is an unnamed tributary to Mill Branch.
The site is in the Neuse River Basin and stream S 1 and Mill Branch will likely be subject to a 50-
foot buffer per the Neuse River Riparian Buffer Rules (Buffer Rules) The Wilson County Soil
Survey depicts the origin of stream S 1 west of the property It is our professional opinion that the
origin point of S 1 is at a culvert within the property and that the portion of the channel upstream
of the culvert, west of S1, should be exempt from the Buffer Rules Coordination with DWQ will
be required to determine the extent of the Buffer Rules within the property It is our
understanding that Bartlett Engineering and Surveying, PC will be responsible for onsite agency
reviews.
The jurisdictional delineation should be also reviewed by the USACE prior to impacting any
jurisdictional areas Unavoidable impacts to Section 404 jurisdictional areas will require Section
