Please find attached revisions and responses to your request for information dated January
15, 2015 — with responses and /or attachments listed below. Also addressed herein are the
comments received from NCDENR on January 22, 2015. This is what we understand to be
the necessary responses for you to evaluate and to hopefully issue the wetland permit based
on the information herein and previously submitted.
1) Please submit a plan view showing what is proposed to be built on the entire lot, including the
proposed crossing. The Corps can only permit single and complete projects based on the
project's purpose and need, and based on your submitted information the road and crossing
do not have a terminus or serve any particular project. Keep in mind that you can submit a
conceptual plan if design is not completed yet. However, the plan should clearly show the
boundaries of waters of the US and demonstrate that the single and complete project does not
directly or indirectly impact additional areas of water of the US.

Group labeled MC 101 showing the Lot 1 Proposed Building. Zone 1 and 2 of the
stream buffers are shown. If the revised drawing(s) are not clear enough to show the
details requested - please let us know and we can have the drawing re- worked. The

2) The plan view of the proposed crossing is difficult to read. Please resubmit this drawing to
show the culvert structure, roadway, jurisdictional features (stream and wetland), and
proposed areas of impacts more clearly (perhaps by removing layers that are not necessary to
show the proposed project impacts ?).

revised drawing(s) are not clear enough to show the details requested - please let us know
and we can have the drawing re- worked.
3) Will any additional utility impacts be required for this lot, or are they included in the roadway fill
or impacts avoided via aerial crossings or directional drill techniques?
Applicant and ECS response: Please see attachments provided by Triad Design Group
labeled MC 101 showing the Lot 1 Proposed Building. A water line and other utility crossings
for this project are to be located within the roadway with the exception of the sanitary sewer
main extension to the west which will be installed by directional bore as designed by the
engineer.
4) The development of Lot 1 appears to part of a larger McConnell Center Drive
industrial /commercial park. Are any other impacts to waters of the US proposed or required
for the development /build -out of the industrial /commercial park as a whole? If so, please
include them all in the same PCN to avoid "piece- mealing" the project. Note that the Corps
will consider any additional impact to waters of the US within this industrial /commercial park to
be part of the same single and complete project with respect to Nationwide Permit and
compensatory mitigation thresholds.

labeled MC 101 showing the Lot 1 Proposed Building. The project is not intended to have any
future impacts to waters of the U.S. No known prior impacts to the site have been observed
by the design engineer, applicant or ECS. The area in the interior of Lot 1 as indicated has
been previously cleared and graded. The existing natural areas, with the exception of the road
crossing are to remain undisturbed.
Per NCDENR comments from the letter dated January 22, 2015, these are addressed above,
except for items 7 and 8, which are addressed by drawings submitted by the attached figures
from Triad Design Group (MC1 SS -1 and MC1 SS -2). These drawings address the question
of the stream crossing work being done in the dry and the culvert installation and use of rip -
rap pads at culvert outlets.
