PROJECT DESCRIPTION: The project site is located at located at 205 Swan Point Rd. adjacent to a man-made tributary which connects to the New River in Sneads Ferry, Onslow County. To get to the site from Wilmington, take US Hwy 17 N to NC Hwy 172. Turn right onto NC Hwy 172 and travel approximately 6 miles to Sneads Ferry Rd. Turn right onto Sneads Ferry Rd. (there is an Exxon Station just before the turn on the right) and travel approximately 2.5 miles to Swan Point Rd. Take a right onto Swan Point Rd. and travel to 205 Swan Point Rd. The property is located just before the tum into Swan Point Marina. Currently on the property there is a single family dwelling, a storage building, a dilapidated boathouse and a dilapidated bulkhead. According to the application the property is approximately 20,000 ft.2 and has an approximate elevation of 5' above Mean Sea Level (MSL). The property borders Swan Point Rd. to the south, residential properties to the east and west and the man made access channel is located to the north. The highground portion of the property is vegetated with lawn grasses, a few live oak trees and ornamental plants. Normal high water is located an average of 4'-5' landward of the dilapidated bulkhead. There are coastal wetlands present on the site consisting primarily of Cattail (Typha, spp. ). On the original site visit made in January 2007 the coastal wetlands were delineated and a used to created the applicant's plan view. However, on my site visit dated October 9, 2007 a good portion of the wetlands located waterward of the dwelling have eroded away. There is still a stand of cattails southern side of the property. This area measures approximately 40' in length and averages 5' in width. The channel runs from the New River and is approximately 750' in length. The channel terminates at the applicant's property. The first approximately 500' of the channel has an average water depth is approximately -2' at MLW. The remainder of the channel gradually decreases in depth to 0' @NLW in front of the applicant's property. The Onslow County Land Use Plan classifies the upland areas of this project as Developed. The waters of the project site are classified as SA by the NC Division of Water Quality. The NC Division of Marine Fisheries has NOT designated this channel as a Primary Nursery Area, and the waters in the channel are open to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to install 150 linear feet of vinyl bulkhead 2' waterward of the existing dilapidated bulkhead. The new bulkhead would be an average of 5'-7' waterward of normal high water (NHW). The applicant is also proposing to perform maintenance excavation of the access channel to his property. The proposed excavation would measure approximately 245' in length and average 22' in width with a final depth of -2' @NLW. This would result in the excavation of approximately 400 yds.3 of spoil material. The excavated material is proposed to be stored in a disposal area on the property. The proposed disposal area would have an area measuring 2,500 ft.2. The spoil area would be large enough to hold approximately 275 yds.3 of material. ANTICIPATED IMPACTS The proposed bulkhead installation, excavation and spoil disposal would result in the disturbance of approximately 5,500 ft.z of highground and impact approximately 5,400 ft.2 of shallow bottom. In the back yard of the property is a small creek that leads 200-300 yards to the Intra-coastal Waterway. The creek is approximately 30' to 35' wide. There is an old dilapidated wooden bulkhead existing which is in need of replacement. The proposal is to replace the existing bulkhead with a new vinyl bulkhead approximately two feet further out from the house. The new bulkhead is to be approximately 150 feet long. After the bulkhead is constructed, the homeowner requests permission to excavate/dredge the portion of the creek on his property to a depth of approximately 4 feet at mean high tide and approximately 2' at typical low water depth. This will be accomplished by using a mudhog type pump to remove the mud/sludge to the shoreline behind the bulkhead and then using a backhoe to move the dirt to the spoil area. Currently, the creek in this area has a depth of less than 12 inches at mean high tide. The amount ofdirt/sludge to be dredged will amount to approximately 350 cuyds.
