PROJECT DESCRIPTION: The project site is located on Laguna Bay Drive, adjacent to New River, in Jacksonville, Onslow County. To get to the property from the Wilmington take US Hwy 17N to Broadhurst Road, in Jacksonville. The intersection for Broadhurst road has a stoplight and is located approximately 0.3 miles past the I~TCDOT facilities. Take a right onto Broadhurst Road. Continue until you reach Laguna Bay Drive on the left. Turn left onto Laguna Bay Drive and continue to the end of the road. The applicant was authorized to develop a 17-lot subdivision with a 4-slip docking facility under State Permit #115-06, issued on July 17, 2006 to the current owner. The property is bordered by the New River to the north and east and residential properties to the south and west. The upland portion of this property is approximately 9.21 acres with an existing house, roadway and associated utilities and is vegetated with lawn grasses. The property is divided into 171ots. The property is approximately 2'-12' above normal high water (NHW). There is an existing bulkhead on the property that runs the entire shoreline that measures approximately over 1000' in length.. Coastal Wetlands species such as Cattail (Typha spp) and Sawgrass (Cladium jamaicense) exist along the northern and eastern shoreline. The coastal and "404 type" wetlands have been delineated, and in several locations they are indicated as a "joint" line on the survey map. The Onslow County Land Use Plan classifies the upland areas of this project as developed. The waters of the project site are classified as SC by the NC Division of Water Quality. The NC Division of Marine Fisheries has designated this area of Stump Sound as a Primary Nursery Area, and the waters adjacent to the proposed project are closed to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to add 4 slips to a previously permitted 4-slip docking facility. The proposed pier would measure 6' in width and 80' in length with a T-head measuring 8' in width and 140'in length. The applicant is also proposing five finger piers measuring 3' in width and 25' in length. There are 8 boat lifts measuring 12' x 12' proposed one for each slip. The water body measures approximately 590' in width at this location and the water depth at the end of the proposed pier would range from -7' to -10' @ Normal Low Water (NLW). 10. ANTICIPATED IMPACTS The proposed 8 slip docking facility would incorporate approximately 3,980 ft.z of Estuarine Waters and Public Trust Area. Submitted by: J. W. The major modification is to request a total of 8 docks in the subdivision. This modification is requested to accommodate the 8 lots in the subdivision that are not on the water. The docks will be located on a common area of the project-the peninsula. The only existing structure nearby is the observation deck (permitted on a minor modification of the above referenced permit; on October 23, 2006). The observation deck has been completed. Laguna Bay is loca~ed inside the city limits of Jacksonville, NC; bordering on the New River. Construction has not begun on the dock system at this time. No other changes are requested. The docks are for residential recreational use.
