Charlotte, North Carolina 28208 Subject: Reporting Requirements— Outfall 001 Charlotte Douglas International Airport NPDES Permit No. NC0083887 Mecklenburg County Dear Mr. Christine: A recent file review found that the Division of Water Resources (DWR) compliance reporting database had flagged multiple Charlotte Douglas International Airport discharge monitoring reports (DMR) with permit monitoring violations for monthly monitoring of xylene at Outfall 001. The compliance system generates violations after the data from your monthly DMRs have been entered and compared with the requirements of your permit. A physical review of the January through December 2014 DMRs found numerous reporting issues as noted below due to the use of the wrong EPA parameter reporting codes and the reporting of what appears to be erroneous data. Your reporting codes and units must match those entered in our compliance database for the data entry staff to log your monitoring results and credit you with the required monitoring. Below is a summary of the reporting issues noted for the past 12 months of DMRs submitted to the Division. • NC0083887 requires quarterly toxicity testing with the fathead minnow. Section E. (2.) notes that this quarterly testing should be reported on the relevant DMR using EPA parameter code TAE6C; you have been incorrectly using parameter code 61427. • Your permit requires monthly ethylbenzene testing and the correct EPA parameter code is 34371; you have been incorrectly using parameter code 34030. • Your permit requires monthly xylene testing and the correct EPA parameter code is 81551; you have been incorrectly using parameter code 34010. • Your permit requires monthly toluene testing and the correct EPA parameter code is 34010; you have been incorrectly using parameter code 34371. This value seems to be in error since it appears on each DMR and because you reported no flow through Outfall 001 in February and October 2014. For the Division and the public to have accurate data (available through the EPA ECHO compliance database)for your self-monitoring program and to address the monitoring violations noted for the 2014 monitoring year(conveyed to you under separate cover) this office is requiring that amended DMRs be submitted for all 12 DMRs within the 2014 monitoring year. Please submit the amended DMRs to the attention of Ms. Marcia Allocco using the mailing address noted in the page footer by April 17, 2015. You should also amend any 2015 DMRs that have already been submitted to the Division's Central Files using incorrect parameter codes and ensure all future submissions are using corrected DMR templates.
