I agree this altered plan is a good compromise and I’m happy NCDOT is attempting to save a portion of the existing coastal wetlands. I will add this information to the project file and as Stephen mentioned, please send out any updated plans as they progress. We will need to formalize these proposed changes as soon as the plans are solidified. Please keep me posted and feel free to give me a call on my cell phone if you have any questions. Daniel Waugh marked-up this sheet after discussing the project with the design firm engineer (Engineer of Record from SWCA) and Brian Lipscomb (NCDOT). The Engineer of Record had concerns about saving all of the existing coastal wetlands due to the existing elevations. For the survivability of the Spartina species (which will be planted), he believes the fill needs to be established in the planting area at the planned elevations and that the existing marsh grasses that are currently present are on the low side of that range. I think this altered plan is a good compromise with attempting to save a portion of the existing coastal wetlands while also hitting the planned elevations for the rest of the area. Also, Daniel informed me that there will be a period of time, (a week or more) between when the fill is finished being placed and before planting starts when we will have a chance to evaluate the fill elevations and also (after several days of tidal cycles) determine if the fill really is being moved into a flatter slope (and different elevation) than it was placed. At that time, additional fill could be placed if needed. Daniel also indicated that this plan may change slightly as they progress. We will try to let you know quickly if that is anticipated and if we need changes. Please let me know your thoughts.
