Jesse Barnes, of the North Carolina Division of Water Resources (DWR), Winston-Salem Regional
Office (WSRO), conducted a compliance evaluation inspection of the Bill's Truck Stop WWTP on
February 7, 2023. Joseph Shaffer, Operator in Responsible Charge (ORC), was present for the
inspection. The facility was found to be noncompliant with the subject permit. Inspection findings are
detailed in the attached Water Compliance Inspection Report.
NPDES permit NC0040045 was issued February 1, 2020 and expires May 31, 2024. All components
listed on the subject permit supplement to permit cover sheet were present during the inspection. An
effluent holding tank between the point of de -chlorination and effluent pipe was present during the
inspection but not listed on the supplement to permit cover sheet. The inspector was granted access
to all areas for inspection. Access to the dosing tank, sand filter, chlorination, de -chlorination, flow
measurement, and effluent wet well areas were restricted to the public via chain link fence. The
grease traps and septic tank were not restricted to the general public, but were located on private
property and access points were covered. The subject permit contains no special conditions.
Approximately the past 18 months of DMRs were maintained on site. Mr. Shaffer stated that he
maintains DMRs older than 18 months off site at his home, along with laboratory records and chains
of custody. He was advised to maintain all permit -required records on site in accordance with subject
permit Part I, Section 5. and Part II, Section D. (6.). A copy of the subject permit was present on site
during the inspection. Mr. Shaffer maintains an ORC visitation log and other operation records in a
notebook kept in his vehicle, as he operates multiple facilities.
Field parameters have been performed by Mr. Shaffer, but no field laboratory certification was
present or able to be produced upon request by either Mr. Shaffer or the facility owner. Subject
permit Part II, Section D. (5.) requires field laboratories to hold the appropriate field parameter
laboratory certifications. Parameters not analyzed in the field are analyzed by Statesville Analytical
Holdings LLC, certified laboratory # 440.
Grease traps were visually inspected and appeared to be operating normally during the inspection.
Facility staff stated that grease traps are pumped approximately once every 4 to 6 months.
The septic tank was not evaluated during the inspection because a privately owned vehicle was
parked over the access point cover. Facility staff stated that the septic tank is pumped approximately
quarterly.
The sand filter system had no excessive vegetation or algal growth and appeared to be operating
properly during the inspection.
The disinfection system consisted of 4 tablet chlorination tubes and appeared to be operating
properly during the inspection. The chlorination tablets were assessed to be appropriate for
wastewater treatment.
The de -chlorination system consisted of 2 tablet de -chlorination tubes, which appeared to be
operating properly during the inspection.
Effluent flow is measured with an ISCO 4230 bubbler flow meter, which had been calibrated annually
by Horizon Engineering & Consulting. The flow meter appeared to be operating properly during the
inspection.
Effluent samples have been routinely collected from an effluent holding tank before entry to the
effluent outfall pipe.
Facility staff indicated that the effluent outfall was inaccessible due to highways and wetlands. They

were advised that, if possible, a right of way should be maintained so that the outfall can be visually
inspected regularly and accessed for maintenance.
