Freeman Bill's Truck Stop Inc. 1210 Snider Kines Rd Linwood, NC 27299 NORTH CAROLINA Environmental Quality March 10, 2023 Subject: Compliance Evaluation Inspection & Notice of Violation NOV Tracking #: NOV-2023-PC-0105 Bill's Truck Stop WWTP NPDES Permit: NCO040045 Davidson County Dear Ms. Freeman: Jesse Barnes, of the North Carolina Division of Water Resources (DWR), Winston-Salem Regional Office (WSRO), conducted a compliance evaluation inspection of the Bill's Truck Stop WWTP on February 7, 2023. Joseph Shaffer, Operator in Responsible Charge (ORC), was present for the inspection. The facility was found to be noncompliant with the subject permit. The determined permit violation and items of concern are listed below. Inspection findings are detailed in the attached Water Compliance Inspection Report. PERMIT VIOLATION 1. Field parameters have been performed by Mr. Shaffer, but no field laboratory certification was present or able to be produced upon request by either Mr. Shaffer or the facility owner. Subject permit Part II, Section D. (5.) requires field laboratories to hold the appropriate field parameter laboratory certifications. ITEMS OF CONCERN 1. An effluent holding tank between the point of de -chlorination and effluent pipe was present during the inspection but not listed on the supplement to permit cover sheet. 2. Approximately the past 18 months of DMRs were maintained on site. Mr. Shaffer stated that he maintains DMRs older than 18 months off site at his home, along with laboratory records and chains of custody. He was advised to maintain all permit -required records on site in accordance with subject permit Part I, Section S. and Part II, Section D. (6.). 3. Facility staff indicated that the effluent outfall was inaccessible due to highways and wetlands. They were advised that, if possible, a right of way should be maintained so that the outfall can be visually inspected regularly and accessed for maintenance.
