Field Investigation Report: Camp Ikon )Lee Page 2 Narrative Description: The property is located adjacent to the Neuse River at 315 Camp Don Lee Road (SR 1303) near Arapahoe, Pamlico County This 43 -acre parcel is developed with the necessary facilities to support a Methodist summer retreat The adjacent property to the west is similarly developed (Camp Sea Gull) and the adjacent property to the east is developed with a single family dwelling The elevation of the high ground of the parcel is about 6' above the normal water level (nwl) Vegetation on the tract mainly consists of pine trees and lawn grasses, with a frmge of Coastal Wetlands along the east and west property boundaries There are no Coastal Wetlands in the vicinity of the project area This parcel has approximately 2,600' of continuous shoreline along the Neuse River Immediate offshore water depths adjacent to the parcel range from —1' to —3' NWL. The subaqueous substrate is firm without shell There is not a cultural resource in the nearby vicinity of the project area. This waterbody is approximately 3 miles across at this location These waters are not classified as a Primary Nursery Area and there is not any submerged aquatic vegetation present This area is closed to shellfish harvest and is classified as SA, HQW, Nutrient Sensitive Waters There is not a defined Federal Channel in the nearby vicinity of this project area This project area is subject to the Neuse River Riparian Buffer Rules 10. Proposed Development: The applicant wishes to construct two vinyl bulkheads and riprap adjacent to the Neuse River, near Arapahoe The proposed development will take place at 315 Camp Don Lee Road, Pamlico County There has been significant shoreline erosion over the past few months which has the ability to compromise some of the Camp's structures nearby This shoreline stabilization project is proposed in two separate phases, or sections The first phase proposed is to construct a 300' long vinyl bulkhead, along with 460' of rip rap in front of the bulkhead and extending past it to the southwest corner of the property A set of steps is also being proposed as a means of access to the water's edge The second phase proposed is a 70' long section of rip rap to the west of the existing dock, and 760' of vinyl bulkhead along the shoreline to the east of the existing dock near the center of the southern property boundary The rip rap revetments would not exceed 10' waterward of the NWL The proposed bulkheads will be constructed along the erosion escarpment at the NWL The proposed bulkheads will be 6' high as measured from the substrate and have 10' tieback rods to the dead men anchors buried in the high ground All of the proposed work is to be accomplished using typical marine construction techniques from the high ground Brad Connell March 12, 2015 Morehead City ]Field Investigation Report: Camp Don Lee Page 3 9 Anticipated Impacts: The proposed rip rap revetments will fill 2,500 square feet of shallow bottom in these Estuarine Waters The proposed vinyl bulkheads will fill 12,840 square feet of high ground along the shoreline Traditional marine construction methodology will be utilized during the construction of this public docking facility, dredging, and boat ramp Temporary turbidity impacts are anticipated during construction A turbidity curtain will be placed across the canal and silt fencing installed to prevent sediment from entering the adjacent waterbody There is not a cultural resource in the nearby vicinity of the project area This project area is subject to the Neuse River Riparian Buffer Rules These waters of the Neuse River are not classified as a Primary Nursery Area and there is no submerged aquatic vegetation present This area is closed to shellfish harvest and is classified as SA, HQW, Nutrient Sensitive Waters The defined Federal Channel is approximately 2 miles south of the project area Brad Connell March 12, 2015 Morehead City }�� T (last revised 12/27/06) �Vi €,..a�.
