Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The site is located just west of Old Mocksville Road, and just south of Spence Drive, in Rowan County, North Carolina. The topography is gently to moderately sloped. The elevation ranges from 680 to 750 ft. The site is a mosaic of successional farmland and disturbed woodlands laced with trails. There is an overhead utility line right-of-way along Old Mocksville Road, and a raw water line right-of-way bisecting the bisecting the site north -south. 4b. City/NCDOT culvert standards prevent further impact minimizations. The applicant has demonstrated avoidance and minimization efforts by avoiding 94% of onsite streams and 100% of onsite wetlands. 1b. Efforts of minimization were implemented during the design to preserve existing site hydrology and limit adverse effects to existing, onsite natural habitat. It can be found on the Salisbury, NC USGS Topographic Quadrangle Map; latitude is 35.7104 N, longitude is-80.4677 W. The topography is gently to moderately sloped. The elevation ranges from 680 to 750 ft. The site is a mosaic of abandoned and successional farmland and disturbed woodlands laced with dirt roads and trails. There is an overhead utility line right-of-way along Old Mocksville Road, and a raw water line right-of-way bisecting the site north -south. Old Mocksville Road - Threatened /Endangered /Protected Species Evaluation SPECIES DESCRIPTIONS: One plant species with federal protection is listed as potentially occurring on the Old Mocksville Road site: • Schweinitz's Sunflower (Helianthus schweinitzii), listed as Federally Endangered, is typically found in open habitats which historically have been maintained by wildfires and grazing bison and elk herds. Now most occurrences are limited to roadsides, woodland and field edges, and utility rights -of -way (ROW). Two animal species with federal protection are listed as potentially occurring on the Old Mocksville Road site: • Bald Eagle (Haliaeetus leucocephalus), protected by the Bald and Golden Eagle Protection Act, typically inhabits forested areas near large bodies of open water such as lakes, marshes, seacoasts and rivers, where there are suitable fish populations and tall trees for nesting and roosting. Tricolored Bat (Perimyotis subf/avus), proposed Endangered, is often found in caves, abandoned mines, and road culverts during winter. During the spring, summer, and fall, tricolored bats are found in forested habitats where they roost in trees. Tricolored bats face extinction due primarily to the range wide impacts of white -nose syndrome, a deadly disease affecting cave -dwelling bats across the continent. RESULTS: The site is a mosaic of abandoned and successional farmland and disturbed woodlands laced with dirt roads and trails. There is an overhead utility line right- of-way along Old Mocksville Road, and a raw water line right-of-way bisecting the site north -south. Uplands in the southwestern section of the site are dominated by young cedars and pines. Mixed pines and hardwoods dominate the slopes and drainages that flow into a southerly flowing tributary to Grant's Creek. A large portion of the site is abandoned agricultural, and hay fields in a state of old field succession. There are numerous old fence lines and dirt roads with patches of scrub/shrub community composed of pine and hardwood saplings and young trees, and blackberry and woody vine thickets. Dominant species occurring are Shortleaf Pine (Pinus echinata), Virginia Pine (Pinus virginiana), Red Cedar (Juniperus virginiana), Sweetgum (Liquidambar styraciflua), Honey Locust (Gleditsia triacanthhos), Winged Elm, (Ulmus alata), Black Gum (Nyssa sylvatica), Black Cherry (Prunus serotina), Blackberry (Rubus sp.), Russian Olive (Elaeagnus umbellate), Winged Sumac (Rhus copallinum), Groundsel (Baccharis halimifolia), Japanese Honeysuckle (Lonicera japonica), Catbrier (Smilax sp.), and Poison Ivy (Toxicodendron radicans). Old Mocksville Road - Threatened /Endangered /Protected Species Evaluation There are disturbed mixed pine and hardwood dominated slopes mainly in the northwest and central portions of the site draining to a tributary flowing southward towards Grants Creek. Tree species include Virginia Pine, Shortleaf Pine, Sweetgum, Tulip Poplar (Liriodendron tulipifera), White Oak (Quercus alba), Red Oak (Q. rubra), Southern Red Oak (Q. fa/cata), Willow Oak (Q. phellos), Mockernut Hickory (Carya tomentosa), Hackberry (Ce/tis /aevigata), American Elm (U/mus americans), White Ash (Fraxinus americana), and Sycamore (Platanus occidentalis). Subcanopy species include Flowering Dogwood (Corpus f/orida), American Holly (Ilex opaca), Fringe Tree (Chionanthus virginicus), Winged Elm (U/mus a/ata), and Black Cherry (Prunus serotina). Shrubs include Strawberry Bush (Euonymus americanus), Sacred Bamboo (Nandina sp.), Chinese Privet (Ligustrum sinense), and Russian Olive (E/aeagnus angustifolia). Vines present are Japanese Honeysuckle, Virginia Creeper (Parthenocissus quinquefolia), Muscadine (Vitis rotundifolia), Catbrier and Poison Ivy. Herbs present are Christmas Fern (Po/ystichum acrostichoides), Ebony Spleenwort (Asplenium platyneuron), Spotted Wintergreen (Chimaphila maculata and Japanese Stilt Grass (Microstegium vimineum). The utility and water line right's -of -way and open disturbed areas and roadsides are dominated by Fescue (Festuca sp.), along with typical native and invasive vegetation including Sericea Lespedeza (Lespedeza cuneata), Broomsedge (Andropogon virginicus), Johnson Grass (Sorghum ha/epense), Rabbit Tobacco (Gnapthalium obtusifolium), Split -beard (A. ternarius), Foxtail (Setaria sp.), Goldenrod (Solidago sp.), Beggars Ticks (Desmodium sp.), Dog Fennel (Eupatorium capillifolium), Ragweed (Ambrosia sp.), Purple Top (Tripsacum dactyloides), Wingstem (Verbesina sp.), and Poke Weed (Phytolacca americans). Threatened & Endangered/Protected Species Results All potential habitats for Schweinitz's Sunflower along the roadsides, utility rights -of -way, transitional areas, and woods edges were examined, and the species was not observed. WEPG concludes Schweinitz's Sunflower (Helianthus schweinitzii) does not occur on the site. No suitable habitat exists on the site for Bald Eagles. WEPG concludes Bald Eagle (Haliaeetus /eucocenha/us) does not occur on the site. • Guidance from the USFWS Asheville office as of the report date indicates no action is required under section 7 of the Endangered Species Act for the Tricolored Bat (Perimyotis subf/avus). Webb & Associates No. 22-649-192 Dear Mr. Kuefler: BACKGROUND During July 2022, R.S. Webb & Associates conducted a limited cultural resources literature review for the proposed Old Mocksville Road development tract located in Salisbury, Rowan County, North Carolina (Figure 1). The project area covers approximately 79.5 acres located west of the intersections of Old Mocksville Road and Trexler Loop, in the northeastern part of Rowan County. For this literature review, a cultural resource is defined as a discrete area of human activity that is at least 50 years old. Cultural resources include, but are not limited to, archeological sites, historic structures, military earthworks, mines/mining features, historic cemeteries, and historic landscape features. The purpose of the current study was to determine if previously recorded cultural resources are located within the project area. METHODOLOGY Literature and Records Search: Through the State Historic Preservation Office's (SHPO) HPOWEB database, information was reviewed regarding National Register of Historic Places (NRHP) properties and various Rowan County state recognized resources (i.e., surveyed -only resources, local landmarks, state study -list sites and resources determined by the SHPO to be eligible for the NRHP). Historic county maps were examined online through North Carolina Maps, a collaboration of the University of North Carolina, the State Archives of North Carolina, and the Outer Banks History Center. Historic aerial photography and additional historic maps were accessed through Historic aerials.com, Earthexplorer.usgs.gov, Legacy.lib.utexas.edu/maps/, and/or Alabamamaps.ua. edu. The following sources were examined to search for historic resources within and adjacent to the project area: 1891 Official Military Atlas of the Civil War (Davis et al. reprinted, 1983) 1910s Post Office Department, Rural Delivery Routes, Rowan County, North Carolina 1914 USDA Rowan County Sheet Soil Map Findings - Limited Cultural Resources Literature Search, Old Mocksville Road, Salisbury, North Carolina Page 2 February 17, 2023 • 1938 and 1967 State Highway and Public Works Commission Maps of Rowan County • 1956, 1965 and 1983 aerial photographs of Rowan County • 1962 Salisbury, NC 7.5-Minute USGS quadrangle • 1985-2021 Google Earth aerial photography RESULTS National Register of Historic Places: According to the HPOWEB and NPS databases, there are no NRHP-listed historic properties within 1.0 km of the project area. Rowan County Historic Resources: The North Carolina HPOWEB database shows three surveyed - only historic properties within 1.0 km of the study tract (Resource Nos. RW-666, RW-704, and RW- 715), all of which are or were situated within 600 m of the project area (Figure 1). The closest of these properties to the project area is the Helton -Wiseman House (No. RW-704) located west of Old Mocksvile Road, approximately 240 m south of the project area. Historic Cemeteries: Historic maps reviewed show one mapped cemetery within 1.0 km of the project area (Figure 1). This cemetery is associated with Ardis Chapel AME Zion Church (Resource No. RW-666) and is located east of Old Mocksville Road, approximately 600 m south of the project area. Revolutionary War Features: There were three Revolutionary War military events in Rowan County, two of which took place on February 4, 1781 at the Yadkin River (5 km and more northeast of the project area), as both regular armies raced through central North Carolina in route to the Dan River in Virginia. Listed among the exploits of Loyalist militia captain David Fanning were several episodes of his capture and eventual escapes from jail, and an ambush of pursuing Patriot militia at Salisbury, approximately 4 km south of the project area, in July 1778. No casualties were recorded during this brief affair (Lewis 2021). Civil War Features: The Civil War military atlas (Davis et al. 1983) indicates that Union infantry passed no closer than 85 km to the project area; however, Union calvary commanded by George Stoneman conducted several raids on Confederate supplies and supply lines in the region; an infamous prisoner -of -war camp and an arsenal at Salisbury provided increased incentive for raiding in Rowan County. Stoneman with 5,000 troops departed Knoxville, Tennessee on March 21, 1865 and crossed the Yadkin River at Mocksville (north of the study tract) on April 11. Union troops were delayed for about two hours by unspecified Confederates skirmishing at three crossings of Grants Creek, including that of Old Mocksville Road, 17 km to the south. Eventually, Confederate opposition at Grants Creek collapsed and a running skirmish ensued from that point southward into Salisbury (Brownlee 2018). Structures on Historic Maps and Aerial Photographs: Maps produced during the first quarter of the 20th century show Old Mocksville Road, but the maps depict no buildings within the study tract. The 1938 county highway map shows increased development along the west side of Old Mocksville Road, including a dwelling and possibly one outbuilding located in and/or near the eastern part of the project area (Figure 1). The 1962 USGS quadrangle map and the 1967 county highway map depict two dwellings in the eastern part of the project area; the northerly one was located north of an east -west project area access road and two outbuildings were located along its course, west of the Findings - Limited Cultural Resources Literature Search, Old Mocksville Road, Salisbury, North Carolina Page 3 February 17, 2023 house. A poultry house was added still further west by the time the quad map was photo -revised in 1987. The southerly house was accompanied by one outbuilding at or near the southeastern project area corner (Figure 1). The 1962 USGS map also shows an "aqueduct" passing north -south through the east -central part of the project area (Figure 1). Aerial photographs from 1955 and 1965 show the aqueduct corridor, as many as 10 buildings associated a farm in the eastern part of the study tract and a separate agricultural property (two buildings) in the southeastern corner of the study tract. Aerials show cultivated land or pasture present in the north -central, southwestern and eastern parts of the study tract from 1955 into 1983. The project area was almost entirely wooded by 2006, at which time nearly all buildings in the east - central part of the study tract were absent. The 2021 Google Earth aerial photography shows that the southeastern house and barn were still present, apparently in an advanced state of disrepair or neglect. Aerials from the middle 20th century forward show the afore -noted aqueduct corridor in various states of visibility. Between 1998 and 2005, it appears that portions of the corridor, including within the project area, were cleared, and/or perhaps utilities were installed within it. SUMMARY AND CONCLUSIONS There are no NRHP-listed properties, recorded historic resources, or mapped cemeteries located within the study tract. The nearest recorded cultural resource is the Helton -Wiseman House (No. RW-704) west of Old Mocksvile Road, approximately 260 m south-southeast of the study tract. Old Mocksville Road could have been used by armies/militia during the Revolutionary War and/or the Civil War, but there is no indication of use of, or engagement in, the project area. Historic maps and aerial photographs indicate two occupation sites established in the eastern part of the project area during the middle 20th century. The eastern, northern and western parts were agriculturally active through the 1980s, but use significantly declined after 1998. Aerials from 2021 show no discernible standing architecture within the project area. A 20th century aqueduct traverses the project area, but the feature corridor appears to have been cleared and possibly modified between 1998 and 2005.
