SUBJECT: B-4780, Replacement of Bridge No. 22 on Lilly's Bridge Road (SR 1111)
over Richland Creek (Lake Tillery) in Montgomery County. FERC
To whom it may concern:
NCDOT is planning the replacement of Bridge No. 22. This portion of Richland Creek
lies in the 100 year flood elevation of Lake Tillery — a Federal Energy Regulatory
Commission (FERC) licensed project managed by Duke Energy.
The Commission requires comments from certain agencies including the Division of
Water Resources on the planned project.
Attached is the relevant information from the Duke Energy Conveyance Application.
Your agency has issued two water quality certifications for this project to date by David
Wainwright. The first was issued 9/10/14 and the second was issued on 2/11/15.
Please respond with a letter indicating you are aware that this is a FERC licensed facility
and any relevant comments you may have.
Thank you,

Describe the overall project in detail, including the type of equipment to be used:
This portion of the project consists of relocating and installing a 12-inch water line downstream of the proposed

sewer line upstream of the proposed RCBC. Both lines with be installed across Richland Creek using open-cut
trenching techniques. When the lines are installed and the temporarily side cast earthen material is replaced, both
lines will be approximately 4 feet below the streambed. Standard equipment for installing underground utility lines
and perfarming open-cut trenching will be employed.
Box Culvert & Approaches:
The bridge will be replaced with a 55.5 foot long double 12-foot by 9-foot reinforced concrete box culvert
(RCBC) on the existing alignment. The proposed culvert is 26 feet wide. The cross section of the roadway will
be widened to support the appropriate standards for this roadway. It will include a 24-foot pavement width
providing trvo 12 foot lanes. Six foot shoulders (four-feet paved, two-feet turfl will be provided on each side.
Shoulders will be nine feet wide where guardrail is included.
Traffic will be detoured offsite during construction.
Standard road building equipment such as trucks, dozers, excavators and cranes will be used.
