TATA GOVERNOR SECRETARY March 23, 2015 Mr. John Thomas US Army Corps of Engineers 3331 Heritage Trade Dr. Suite 105 Wake Forest, NC 27615 SUBJECT: Nationwide Permit # 1 4 Bridge No. 281 on SR 2538 (Peeler Road) over Town Creek (Class C) WBS project no.: 17BP.9.R.60 (DWQ permit fee $570) Rowan County, NC Dear Mr. Thomas, We are requesting a Nationwide 14 permit for replacement of Bridge No. 281 with a triple barrel box culvert on SR 2538 (Peeler Road) over Town Creek (Class C; 303d fecal coliform and impaired biological integrity) in Rowan County. I have attached a pre -construction notification application, a topography map with the project area circled, a stormwater management plan, No Survey Required forms from NCDOT Cultural Resources for Historic Architecture and Archeology, and a mitigation acceptance letter from EEP. Also attached are the permit drawings. The project will permanently impact 195 linear feet (150' of fill and 45' of bank stabilization) and temporarily impact 20 Iinear feet of Town Creek. Stream flow will be isolated into one barrel, with 4' sills and floodplain benches constructed at the inlet and outlet of the overflow barrels in order to prevent stream over widening and facilitate aquatic passage. The low flow barrel will be buried 1' below the stream bed to ensure aquatic passage and a 1' sill will be installed in the low flow barrel. The overflow barrels will be backfilled with class 1 rip rap or native bed material of appropriate size to the sill elevation.. The culvert site will be dewatered during construction in accordance with NCDOT's Best Management Practices. By copy of this letter, we also request 401 review and approval from the NC Division of Water Resources with one copy of the application package provided to Dave Wanucha, DOT Project Coordinator and Kristie Lynn Carpenter, Transportation Permitting Unit Administrative Assistant. Please charge the application fee of $570 to WBS project no. 17BP.9.R.60. By copy of this letter, we also request Marla Chambers, NC Wildlife Resources Commission, to comment directly to the Corps concerning the permit request. The approach work will consist of raising the existing roadway grade and providing grass shoulders and guardrails. Bridge #281 existing 4 span structure (71' oal) will be replaced with 3 @ 14' x 10' RCBC. The RCBC will have a low flow center barrel with sills in outside barrels. RCBC to be buried 1' below stream bed. Channel banks to be armored with Class I rip rap at inlet and outlet of RCBC. Best Management Practices: - Promotion of sheet flow and infiltration with grass shoulders. - An existing ditch and associated driveway pipe on the southeast side of the structure will be realigned and the ditch lined with PSRM. Replace Bridge No. 281 on SR 2538 (Peeler Rd) over Town Creek. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: Review of HPO quad maps, HPO GIS information, historic designations roster, and indexes was undertaken on August 19, 2011. Based on this review, there are no existing NR, SL, LD, or DE properties in the Area of Potential Effects, which is 300' from each end of the bridge and 50' each way from the centerline. A survey site, RW 1726, is located just north of the APE. Records indicate that it is a 1950 Minimal Traditional home, and was found not eligible for NR listing in 2010 in an environmental review report. Based on current Rowan County GIS/Tax information, the subdivision of brick houses located in the northwestern portion of the APE was built in the 1970s and is not historic. There is a house and several outbuildings in the southeast quadrant of the bridge, identified as 520 Peeler Road. The house was built in 1950, and two garages were built in the 1990s. The one-story house is not National Register eligible based on Google Maps "Street View." There are no historic properties within the APE, and no survey is required. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: HPO quad maps and GIS information recording NR, SL, LD, DE, and SS properties for the Rowan County survey, Rowan County GIS and tax information, and Google Maps "Street View" are considered valid for the purposes of determining the likelihood of historic resources being present.
