Good Afternoon Mr. Thomas: Piedmont Natural Gas (PNG) proposes to install approximately 10 miles of 12-inch steel natural gas transmission pipeline in Johnston and Wake County, NC. The natural gas pipeline will be installed from a point of beginning near the intersection of Guy Road and US 70 in Wake County to a point of termination near the intersection of Covered Court and Covered Bridge Rd. in Johnston County. The project received a Section 401 Water Quality Certification (WQC) on July 6, 2022, and Approval of Neuse River Basin Riparian Buffer Impacts on July 15, 2022. Both approvals were obtained from Ms. Colleen Cohn under Permit DWR# 20210364. A proposed horizontal directional drill (HDD) has been changed to open -cut pipe lay between Station 189+00 and Station 209+00 due to geological constraints on construction. The HDD has also been shifted horizontally between Station 176+00 and Station 189+00. The open -cut construction method will require additional workspace from Station 186+00 to Station 209+00 which will cause additional impacts on jurisdictional streams S10 and S11 and forested wetlands W4C, W4D, W4A-A, W4A-B, and W4E. The horizontal shift for the HDD will cause additional impacts on streams S8 and S9. Beddingfield Creek (27-37) parallels and flows north of the natural gas easement between Shotwell Road (Station 186+00) and Station 205+00. The southern streambank has eroded close to vertical near Station 191+50. PNG proposes to stabilize approximately 50 feet of the streambank utilizing Flexamat under Nationwide Permit 13 Bank Stabilization and the corresponding Water Quality Certification (GC 4245). The project revisions have been submitted through the pre -construction notification (PCN) process and is being reviewed by David Bailey.
