Hi Alicia. Thanks for your email and my apologies on the delay in my response. NWPs cannot be modified and, given the
substantive change in the proposed construction methodology, a new PCN would be required. However, please note
that the new PCN would need to cover ONLY the proposed changes, not the entire gas line project. If verified, we would
make it clear in any new NWP verification that the remainder of the existing NWP verification would remain valid.
Regarding the proposed bank stabilization. If this work is related to the gas line project (e.g. the stabilization is proposed
to protect PNG Line 142 from future maintenance concerns) than it would be considered part of the PNG Line 142
project and would need to be included in the PCN. Also, would the submar mat be installed in the stream channel itself
or just on the stream bank? Please provide photos of the stream reach where this work is proposed.

Good afternoon,
As mentioned in an email dated 10/27/2022, the Shotwell Road HDD on our Line 142 project could not be installed as
planned. Therefore, the team is proposing to install that original length of pipe (-3,500 ft) with a shorter segment of
HDD along with some open cut installation. The open -cut construction method will require additional workspace and
unfortunately additional impacts to Waters of the U.S. and riparian buffers. Please advise on the preferred method for
submitting a modification to the existing permits and authorizations- whether to resubmit the PCN application or
provide the necessary documents via email to each office (Corps and DWR).
Additionally, the team has noticed a section of Beddingfield Creek, which parallels and flows north of the natural gas
easement between Shotwell Road (Station 186+00) and Station 205+00, where the southern streambank has eroded
close to vertical near Station 191+50. PNG proposes to stabilize approximately 30 feet of the streambank utilizing 4-1/2"
thick Submar Revetment Mat (see attached) under non -reporting Nationwide Permit 13 Bank Stabilization. Are there
any written approvals required for this proposed streambank stabilization work from DWR?
Note, upon receipt of 404 and 401 modification approvals, PNG will be submitting modifications to DEMLR for additional
land disturbing acreage associated with the aforementioned work.
