Stephenson Tract Residential Development - Johnston County - DWR#20230046 Wyatt, I'm helping RRO out with a few projects and these two projects have been reassigned to me. I completed a review and have the same question for each project that needs to be resolved before I can issue the 401 for either project. Please respond to the item below within 30 days of receipt of this email for each project specified above. I will place both applications on hold until receipt of a response. 1. For Whippoorwill development you did not include a map showing the existing jurisdictional areas, one has been provided for the H. Stephenson Tract. For the Whippoorwill project I assume that the areas outlined in color on the Impact Sheet are what you determined was jurisdictional wetlands, streams and state regulated buffers. For both subdivisions it appears that a number of lots will include wetlands, streams, ponds, or buffers and the features appear to take up a substantial amount of the area within the lots. In order to document that there will be no additional impacts from the projects and that avoidance and minimization has been satisfied, please provide a development plan sheet that includes building envelopes for these lots that include all expected features on a lot such as a residence, driveway, garage, and septic systems and system fields. If any features will be located where a future crossing of features would be necessary, please show those crossings and update the impact amounts accordingly. Please be aware that if the Division issues a 401 for this project it will contain a requirement for deed notifications to be recorded on ALL lots with jurisdictional features and state regulated buffers.
