On February 17, 2023, the Town of Cary Utilities Department receiv(

leak on a 24-inch ductile iron force main that serves
both the Morris Branch Pump Station and Kit Creek
Pump Station. Based on onsite measurements and
consultation with the sewer spill estimation guidance
on NC DEQ's website, the leak was occurring at
approximately 15 gallons per minute. The sewer spill
traveled across the driveway access to the Cary Fire Figure i. SSO Interception
Station into a stormwater catch basin that led to a dry
storm water management pond/structure. Cary staff
immediately called on resources and dug a small a
receiving pit at the inlet to the dry storm water
management pond to collect the spilling wastewater
(Figure 1 and 2). A portable pump was installed to
pump the wastewater to a nearby gravity sewer

With timely planning and mutual ai agreements in place,
wastewater flow was diverted from the Morris Branch and Kit
Creek Pump Stations through existing pipeline connections to
the Durham County Triangle Wastewater Treatment Plant for
treatment while the pipeline was being repaired. Town of Cary

leak was video inspected and showed very little to no corrosion.
Cross -sectional cuts of the pipeline showed very little to no wall
thickness loss on the pipe, indicating there is no widespread
corrosion or severe degradation of the pipe (Figure 4). The
pipeline repair was complete on January 20, 2023, and was video
assessed and monitored for any additional leaks. Cary
transferred more than 31 million gallons of wastewater at a cost
of $242,543 to Durham County for emergency wastewater !I
treatment support and spent $53,694 for the pipeline repair. This

The self -reported Sanitary Sewer Overflow (SSO) 5-Day Report submitted by Town of Cary indicates violations of
permit conditions stipulated in the subject permit and North Carolina G.S. 143-215.1. Violations include failing to
effectively manage, maintain, and operate the subject collection system so that there is no SSO to the land or
surface waters and making an outlet to waters of the State for purposes of G.S. 143-215.1(a)(1), for which a
permit is required.

Upon discoveryof the leak which occurred in the access drive area of a Ca Fire Station. staff responded immediatelytc
