This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0024694. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. This inspection was conducted to determine whether the facility is being operated and maintained in compliance with the Permit #WQ0024694. The ORC, Rickie Daniels, with Aqua was available and assisted with the inspection. Bright’s Creek contracts Aqua to maintain the WWTF and associated storage ponds on site. Irrigation activities are managed by the operations staff. A follow-up inspection of the irrigation areas and equipment will be scheduled for a later date. The irrigation equipment likely still needs to be calibrated before the permit expires in 2024. The WWTF was processing minimal flows (4,000-5,000 GPD) at the time of the inspection. Although the total build out is projected to be over 300 lots, just over 30 have been built most of which are part-time or vacation homes. Flows are not projected to increase significantly anytime soon. The two trains are adequate for current flows. Current maximum flow is around 10,000 GPD. All components of the WWTF were inspected including the screen, equalization tanks, aeration basins, clarifiers, digestors, sand filters, mud well, and disinfection chamber. The high-water alarm in the EQ tank was not working during the inspection and should be repaired immediately. The alarms are connected to SCADA. Solids from the digestor are sent to Lake Norman Septic and were last pumped on 2/27/23. Sand filters were working well. Backwash from the mud well to the EQ tank occurs weekly. The UV bulbs need to be cleaned/maintained regularly. Backup bulbs are available to the ORC. Chlorine is available as backup disinfection and one tube was stocked with tablets during the inspection. Generator: The natural gas-powered generator self-tests weekly under load. The primary pump station's generator is also supplied by natural gas. Collection System: Aqua maintains the collection system (one lift station) and provides educational materials for system users via email. The clubhouse does have a restaurant and grease trap, but the ORC reports no major issues with grease coming into the facility. Storage Ponds: Both the 5-day upset and wet weather ponds had adequate freeboard during the inspection. Although the facility rarely needs to route treatment to the 5-day pond, a little bit of water is stored to prevent vegetation from establishing on the bottom of the pond. Effluent exceeding 10 NTUs is automatically diverted; however, effluent that exceeds fecal limits cannot be immediately diverted due to sample processing. Some off-spec water is ultimately routed to the wet weather pond. Vegetation was actively being cleared and maintained around the ponds during the inspection. No major signs of erosion were observed, and the liner appeared to be in adequate condition. Recordkeeping: Calibration logs, bench sheets, data sheets, maintenance logs, and the O&M plan were checked during the inspection. All records were well-kept and in order.
