Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Golden Valley Plant
WWTF on 2/28/2023. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0002052. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
Melanie Kemp, with the Asheville Regional Office, conducted a Compliance Evaluation Inspection of Milliken's spray
irrigation system on February 28, 2023. This inspection was conducted to determine whether the treatment system is being
operated and maintained in compliance with Permit No. WQ0002052. Greg Marana and Michael Fortenberry were present
and assisted in the inspection.
Milliken plans to shut down facility operations in spring 2023. At that point, the only flow to the irrigation pond (aside from
rainwater) will be from the fire protection system kept in-place for safety reasons. Once operations cease, Milliken will
continue to submit “no-flow” NDMRs/NDARs and keep track of freeboard in the lagoon. They will also continue to run the
irrigation system and maintain the vegetation around the lagoon and fields, as needed.
The lagoon on site appears to be in good condition. A contractor removes wildlife from the lagoon area, as needed, to prevent
boring into the hillside. Freeboard was 3.1 feet during the inspection. Vegetation on the bank was limited to grass – no
woody vegetation was present. Power to this area is supplied via the plant. All systems have a backup battery to supply
power in case of an outage. The effluent flow meter was last calibrated on 4/13/2022.
Only a portion of the permitted 12.25 acres of spray field is being utilized due to low flows and irrigation equipment (four of
the spray heads were down during the inspection). An irrigation event was not occurring during the inspection. Facility staff
spray as needed to maintain freeboard within the lagoon. Irrigation equipment will need to be calibrated before the permit
expires. Soil fertility analysis performed in August 2022 recommended lime application, but staff have yet to apply any based
on budgetary restrictions. The cover crop (fescue) appeared to be in good condition. No pooling or patchiness was observed.
The fields are bailed in the fall.
All paperwork was available for review at the time of the inspection including NDMR/NDARs, GW data, O&M manual,
operations log, freeboard measurements, and soil fertility records. Please keep in mind that any changes in ownership or
operations should be communicated to the ARO once the facility goes into shutdown mode.
