DMR Comments: "For Validated Warnings on Upstream/Downstream Sample Frequencies, all parameters were sampled for
Week #1 on Wednesday November 30, 2022 during that calendar week. For Validated Warnings on Influent & Effluent Sample
Frequencies, all parameters were sampled for Week #1 on Tuesday November 29, 2022 during that calendar week.
Temperatures were sub -freezing for several days prior to a solids excursion that caused the high TSS concentrations. Frozen
valves caused the SBR system to enter a Storm Mode-3 which is a flow -through phase. I was able to return the system to Normal
by late Monday night. Basins were at normal solids levels by Tuesday 12127122 morning and checked again on Wednesday
morning 12128122. Weekly composite sampling began that same Wednesday morning. Sometime between Wednesday afternoon
and Thursday morning, solids from Aerobic Digester #1 back -flowed into the basins. There was still a lot of freezing activity even
though temperatures were beginning to slowly increase each day. Rags may have also become frozen in the discharge lines at
the back -flow preventers keeping them from closing completely. This digester was out of service and all valves (Wasting &
Decant) were closed and confirmed that they were closed both on Thursday 12/28/22 and Friday 12130122. It is still unknown how
this happened. Solids were pumped from the digesters over the next several days and solids that leached into the Equalization
Basin due to high blanket levels were pumped out as well as the Chlorine Contact Basins."
Permittee checked "non -compliant." Review confirmed violation.
