Mr. Bailey: Three Oaks Engineering, Inc. (Three Oaks) recently completed potential jurisdictional waters delineations along SR 2752 (Bethel Church Road) and SR 2814 (Knox Road) in McLeansville and Gibsonville, North Carolina. The project study area begins at the Bethel Church Road/Peeden Drive intersection and ends at the Knox Road/U.S. 70 (Burlington Road) intersection (Figure 1). The site is approximately 16.87 acres in size and, due to the nature of the proposed work, the study area largely stays within North Carolina Department of Transportation (NCDOT) right-of-way. Below and attached are a brief description of the project, figures depicting all features, and appropriate forms. Three Oaks staff members Nathan Howell (MS, PWS) and Trevor Hall conducted a field assessment of the project site on November 4, 2021. During this site visit, three potential jurisdictional wetlands and three potential jurisdictional streams were identified within the study area (Tables 1-2; Figures 2-4). All features are located within the Cape Fear River Basin (United States Geological Survey [USGS] Hydrologic Unit Code [HUC] 03030002). North Carolina Division of Water Resources (NCDWR) Stream Identification Forms and North Carolina Stream Assessment Method (NCSAM) Forms were not completed since both jurisdictionality, and potential mitigation ratios were not in question for any of the streams. United States Army Corps of Engineers (USACE) Wetland Determination Forms (wetland and upland) are included that represent each potential wetland. North Carolina Wetland Assessment Method (NCWAM) Forms were completed for potential wetlands possessing characteristics conducive to them receiving lower functional rating and/or mitigation values (Appendix B). Also included are a USACE ORM Data Entry Form; USACE Jurisdictional Request Form; USACE PJD Form; Agent Authorization Form; and a USACE Waters Upload worksheet (Appendix C).
