4. Project Description and History
4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: *
Existing conditions on the site consist of an actively eroding shoreline that is over -steep, devoid of riparian vegetation, lacking wake and wave attenuation, and is not providing substantial
habitat or appropriate transition/interaction between upland and open water. Land use in the vicinity of the project is rural residential and open water.

There is approximately 580 feet of Lake Adger Shoreline. There are no streams on these properties.
4h. Explain the purpose of the proposed project: *
The purpose the project is to greatly reduce or eliminate shoreline erosion in the project area through bio-engineering design and construction. The project will create a more appropriate
transitional riparian zone between uplands and open water that includes an appropriately sloped shoreline stabilized with rock and native vegetation and areas of quiescent backwater to
promote emergent wetlands. The project will effectively manage stormwater flowing from impervious surfaces above the shoreline to be released as dispersed flow through vegetated
conveyances, reducing stormwater impacts to the shoreline and improving water quality in Lake Adger.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: *
The project will involve installation of rock toe revetment and sill placement at the toe of the existing shoreline scarp. Native shrubs will be incorporated into rock as live steak and live whip
material. Rock sills will create calm, shallow backwater areas for wetland plants and habitat to emerge. Geolifts will be constructed above rock toe and will be stepped back to create a
more gently sloped shoreline (-3H:1V) capable of supporting dense, diverse, native herbaceous and shrub species of riparian vegetation (see attached plan set). The goal of the project is
to create a more natural, stable shoreline that is resistant to erosion from wind waves, boat wake, and stormwater runoff that complies with Federal, State, and Local regulations including
those of the Lake Adger POA (2022 Shoreline and Peripheral Tract Guidelines). Equipment to be used for the project will include but may not be limited to track mounted excavators,
barges, loaders and hand tools. A majority of the work will take place from a barge. Excavators, loaders and other land based equipment will only be operated in shallow water if absolutely
necessary. Temporary impacts to water quality (sediment) are not expected to be any greater than those produced by boat wake on a typical summer weekend and will likely be less and of
a shorter duration.

The proposed project will take place in Lake Adger, a relatively large lake used for hydroelectric power generation and is potentially a future municipal
water supply. Lake pool elevation varies due to release of water for power generation. The shoreline of the lake is severely eroded in many areas and it
is well documented that the lake is experiencing heavy sediment accumulation at its upstream end. The proposed project will not displace more volume
than the original Lakeshore displaced at the time the impoundment was created. The volume of the proposed project is not significant to BFE in the lake
when compared to lake volume, sediment volume entering the lake and lake pool elevation determined by dam spillway elevations and water release for
power generation.
