Director Subject: 2023 Pretreatment Mailing Dear Pretreatment Professionals: NORTH CAROLINA Environmental Quality 1/20/2023 At the beginning of another pretreatment year, we wanted to provide you with an update on some important issues and distribute the Pretreatment Program Info Database sheets. 1. Emerging Compounds: The Division requests you review the 12/5/2022 EPA Memo titled Addressing PFAS Discharges in NPDES Permits and Through the Pretreatment Program and Monitoring Programs. DWR may request local pretreatment programs conduct an emerging contaminant (EC) screening for new Significant Industrial Users (SIUs) and additional guidance is forthcoming. 2. The Industrial Database: The Division has a subscription to Industry Select an online industrial database from Manufacturers News, Inc. Industrial information for your POTW's service area can be downloaded and emailed to you upon request. POTWs must complete an Industrial Waste Survey (IWS) upon each renewal of the NPDES Permit and an Industry Select download with SIC / NAICS info is a good way to get started. Permit Review and Approval: This is a reminder that the State Pretreatment rules (.0900) were updated effective on July 1, 2019. Per 15A NCAC 02H .0917(a), each control authority shall transmit to the Division copies of all significant industrial user pretreatment permits 30 days prior to the effective date. Please note that approved permit writers can submit the IUPs at the time of issuance. More details can be found on the Permit Writing Guidance oage. 4. Industrial Waste Survey (IWS,) Table: There is a redesigned the Industrial Wastewater Survey Summary Table to use for your POTW's submission to the NPDES Municipal Permitting Unit for review and approval. Please download this spreadsheet use it to document your IWS efforts. We welcome any comments or suggestions on your experience with this updated document. 5. POLs & Over Allocations: The Division issued a "PQL Data Handling" letter on March 21, 2022 to address Headworks Analysis over allocation issues. Options presented allow for adjustments based upon conditional POC analysis using the appropriate PQL. The Pretreatment Consortium recently drafted a revised detection level chart which will be reviewed and approved for distribution soon. Pretreatment Program Info Database Sheets• Please review your attached program info sheet(s) and historical SNC sheet(s), if applicable, and make necessary updates to any of the information presented. Send the corrected sheets back with your PAR, due March 1, 2023, for calendar year 2022. If all the information was correct, please indicate that in your PAR. Especially note the due dates as this may be the only reminder you get. Please contact Pretreatment staff if have any questions about this process. Please note: a. All pretreatment programs (full and modified) must submit a Pretreatment Performance Summary (PPS) Form with their PAR per an EPA requirement of the State. b. PAR forms are available for download on our website. 10. Pretreatment SNC Database for 2016 - 2022: If you received Historical SNC sheet(s), for only active SLUs, please make (bold with notes) corrections and additions and send (in pdf format) to Pretreatment Staff so we can attempt to update this important information. 11. Email Addresses: The Municipal Permitting Unit often uses email to send out mass mailings. To make this an effective and cost saving tool, we ask that you keep the Municipal Unit updated on your current email address as well as which staff member is the "primary" contact for your POTW - see "prim" field next to staff names on Program Info sheet, and email field below names. For programs with more staff than the printed sheet can show, a separate contacts page has been included. Please make any staff changes on that sheet and return to the Municipal Unit with the PAR. Brookwood Farms had six violations through their self -monitoring program for the 2022 year. These were caught while entering data for the PAR report and will receive a Notice of Violation. This also puts Brookwood in SNC for total Nitrogen for the second half of the year. • Exceeding daily max for Total Nitrogen for the months of June, July, September, and October. • Exceeding daily flow for May, June, and August. In accordance with the Town of Siler City Sewer Use Ordinance and the Town's Enforcement Response Plan (ERP), the Town of Siler City herby issues Mountaire Farms, Inc. a Notice of Violation (NOV) as described below. 1. SNC NOV for Pass through at the wastewater treatment plant, stemmed from high BOD discharges coming from your pretreatment unit. See attachment A for dates exceeded limits. The Town of Siler City arrived at this compliance status based on the nature of the violation. The Ordinance states: Sec. 27-81 Definitions "Pass through means a discharge which exits the POTW into the waters of the state in quantities or concentrations which, alone or with discharges from other sources, causes a violation, including an increase in the magnitude or duration of the violation, of the POTW's NPDES or non -discharge permit, or a downstream water quality standard." This letter will provide information requested by the Town including changes already made to Mountaire's wastewater facility and future plans for Mountaire Farms. The following items were completed to aid in water quality: 1. A change in coagulants was made in March 2021 in the primary DAFs. Ferric chloride was already used in the secondary DAFs but as of March 2021, ferric chloride is used in both primary and secondary treatment. Ferric chloride being used in both primary and secondary treatment allows for additional removal of SOD and phosphorus. 2. Beginning in October 2021, bacteria was added to the final equalization tank to reduce BOD. Additional air was also added to aid in BOD reduction. 3. Hydrogen peroxide was also used in the equalization tank during two different periods in 2021 during bacteria addition for additional air and to reduce BOD. 4. Another sodium hypochlorite feed line was added to the final equalization tank in May 2022. 5. Sodium bi-sulfite was added in August 2022 to reduce the total chlorine levels leaving the wastewater facility. The following items are scheduled to be to be completed in the future: 1. Currently wastewater enters the primary equalization tank, then flows to the primary DAFs and finally treated in the secondary DAFs. After secondary treatment, the pre-treated wastewater is stored in the final equalization tank where the flow is discharged to the Town of Siler City daily. With the flow restriction added in January 2021 requiring flow to be averaged over 7 days, pre-treated wastewater remains in the final equalization tank for much longer causing degradation of the wastewater, especially during hot weather, before it flows to the Town. A trial involving the change of the wastewater flow in the current system will be made. After the system controls are changed and approval is given by the Town, the flow will go through primary treatment, then flow to the final equalization tank. The last step will be secondary treatment before it is discharged to the Town. The trial will begin after the control changes have been made at the Mountaire wastewater facility. 2. Mountaire has met with a construction company and engineer to discuss upgrades to the current wastewater system. The focus of these discussions will be to improve water quality by reducing BOD. These discussions are in the preliminary phase. Plans for the future will involve design and construction which will be a multi -year project. IUP 004 Mr. McCorquodale, This correspondence is in response to a previous discussion regarding both short and long-term plans at the Mountaire Farms Siler City Wastewater Facility located at 1101 East Third Street Siler City, North Carolina 27344. A short-term plan to aid in increased water quality involves the change of the flow pattern throughout the wastewater facility. The current wastewater flows through the primary DAFs, then to the secondary DAFs, and lastly to the equalization tank before discharge. The wastewater held in the equalization tank increases in volume throughout the week, causing biological activity and degradation of the wastewater after treatment. Mountaire has been working through the controls programming with a consultant to change the flow pattern through the wastewater facility. The new proposed flow pattern starts with treatment through the primary DAFs, then the wastewater would flow to the equalization tank and end with treatment through the secondary DAFs. Treatment after the equalization tank and right before discharge should improve water quality. Mountaire plans to perform a test on November 19, 2022. This test with the consultant will change the program from the current flow pattern to the new flow pattern for approximately four hours. This test will be used to make sure the flow, pumps and levels are maintained appropriately. This program change can easily be switched back if needed. After the test on November 19, 2022 has proved successful, Mountains will request in writing a trial period for the new flow pattern. During this time, Mountaire requests that the Town continue to share their laboratory data so as to know the changes in water quality as soon as the results are known. Mountaire's long-term plans include construction of a wastewater upgrade to include a new equalization tank, MBBR tanks for BOD and ammonia removal and equipment buildings. The upgrade is currently in the design phase. As the design and construction schedule are available, Mountaire will share all information with the Town and work through the permitting process when the design is complete. IUP 004 Mr. McCorquodale, This correspondence is meant as a follow-up to the Mountaire Short and Long -Term Plans letter dated November 4, 2022 for the Mountaire Farms Siler City Wastewater Facility located at 1101 East Third Street Siler City, North Carolina 27344. A short-term plan to aid in increased water quality involves the change of the flow pattern throughout the wastewater facility. The current wastewater flows through the primary DAFs, then to the secondary DAFs, and lastly to the equalization tank before discharge. The wastewater held in the equalization tank increases in volume throughout the week, causing biological activity and degradation of the wastewater after treatment. Mountaire has worked through the controls programming with a consultant to change the flow pattern through the wastewater facility. The new flow pattern starts with treatment through the primary DAFs, then the wastewater would flow to the equalization tank and end with treatment through the secondary DAFs. Treatment after the equalization tank and right before discharge should improve water quality. Mountaire did perform this test on November 19, 2022 as scheduled. The test was used to make sure the flow, pumps and levels were maintained appropriately. This program change can easily be switched back if needed. Because the test on November 19, 2022 proved successful, Mountaire is now requesting a trial period lasting 90 calendar days to switch to the new flow pattern. During this time, Mountaire requests that the Town continue to share their laboratory data so as to know the changes in effluent water quality as soon as possible. This short-term flow pattern does not in any way reduce or change Mountaire's responsibility to meet their permit limits or their sampling requirements. 2. The Town will continue to sample Mountaire, as required in our permit and will stay in contact on a weekly basis or more as needed to ensure that progress and compliance is being meet. 3. The Town reserves the right to cease this trail at any time if the receipt of the waste is proven to be a causal factor in any detrimental treatment of plant performance.
