Dear Ms. Thedford,
On behalf of Textron, Inc. (Textron), AECOM Technical Services of North Carolina, Inc. (AECOM) is
requesting renewal of National Pollutant Discharge Elimination System (NPDES Permit)
NC0084662 for the groundwater treatment system located at the former Homelite/former John
Deere Consumer Products facility in Gastonia, Gaston County, North Carolina.
Modifications to the treatment system since the last permit renewal were performed according to
Authorization to Construct(ATC) No. 084662A01 issued by the North Carolina Department of
Environment and Natural Resources (NCDENR) Division of Water Quality(DWQ). As stated in the
ATC,these modifications resulted in no increase in design or permitted capacity and included:
reconfiguration of existing recovery well heads, replacement of existing recovery system piping,and
installation of a new shallow-tray air stripping treatment unit designed to treat up to 75 gallons per
minute. The new shallow-tray air stripping unit replaced the two air stripping units that previously
operated at the site. These modifications were completed in mid-2011 and the modified system
began operation on August 5,2011. Based on the nature of these system modifications, a NDPES
permit modification was not required by the NCDENR Division of Water Quality at that time.
In addition to these modifications,Textron plans to relocate the outfall as specified in the Request
for Minor Permit Modification submitted to Tom Belnick, NPDES Complex Permitting Unit
Supervisor, on June 6,2014. As specified in this letter, and approved by Mr. Benick in an e-mail
dated June 9, 2014,the outfall will be moved to a new location approximately 50 feet downstream
of the current NPDES outfall. The current NPDES outfall location is shown on the attached Figure
1, and the current and proposed outfall locations are shown on the attached Figure 2. The outfall
relocation is currently scheduled for early spring 2015. Textron will submit a letter documenting the
outfall relocation and the new coordinates of the outfall once the work is completed.
No solids or sludges are generated by the treatment process. Therefore, no special handling or
disposal of generated solids/sludges is required.

Attached is a letter from Textron dated February 27,2015, delegating signature authority for
NPDES correspondence to the AECOM Project Managers (Christopher Mason and Erin Stewart).
Also attached are the required application and documentation necessary for renewal of the permit.

for detected compounds.

municipality responsible for the sewer.

concentration reported for each chemical (the most recent sample must be collected less
than one year prior to the date of this application)
• For petroleum-contaminated sites-Analyses for Volatile Organic Compounds (VOC) should
be performed. Analyses for any fuel additives likely to be present at the site and for phenol
and lead should also be performed.
• For sites contaminated with solvents or other contaminants - EPA Method 624/625
analysis should be performed.

Dear Ms. Sullins:
Per 15A NCAC 26.0506 (b)(2)(D)(lii) referenced below, if the discharge monitoring report is to
be signed by someone other than the permittee, delegation of signature authority must be on
file with the permit issuing authority.
(D) Duly authorized representative of the person described in Paragraphs (b)(2)(A),
(B) and (C). A person is a duly authorized representative only if:
(I)The authorization is made in writing by a person described in
Paragraphs (b)(2)(A), (B) and (C);
(ii)The authorization specified either an individual or a position having
responsibility for the overall operation of the regulated facility or
activity, such as the position of plant manager, operator of a well or
well field, superintendent, a position of equivalent responsibility, or an
individual or position having overall responsibility for environmental
matters for the company. (A duly authorized representative may thus
be either a named individual or any individual occupying a named
position.); and
(iii)The written authorization is submitted to the Permit Issuing Authority.
Permittees authorizing another individual to sign as representative in no
way relinquishes any responsibility for the permit or his responsibility
to remain familiar with the permit conditions, limits, including any
modifications, and for the compliance data reports for the permit.
As a duly authorized representative of Textron, Inc. (the Permittee), I am requesting that the
signature authority for the above referenced facility be delegated to AECOM Technical Services
of North Carolina, Inc. Project Managers (Christopher Mason and Erin Stewart, P.G.) for the
Textron, Inc. Waste Water Treatment Plant (Groundwater Remediation) located in Gastonia,
North Carolina (NPDES Permit No. NC0084662). These representatives will serve to review,
determine compliance status, and certify by signature monthly monitoring reports. I recognize
that pursuant to 15A NCAC 2B .0506 (b) (2) (D), that the process of authorizing another
individual or position to sign as a representative in no way relinquishes any responsibility for
the permit or responsibility to remain familiar with the permit conditions, limits, including any
modifications, and for the compliance data reports for the permit.
