(Textron), AECOM Technical Services of North Carolina, Inc. (AECOM) is requesting renewal of National Pollutant Discharge Elimination System (NPDES Permit) NC0084662 for the groundwater treatment system located at the former Homelite/former John Deere Consumer Products facility in Gastonia, Gaston County, North Carolina. Modifications to the treatment system since the last permit renewal were performed according to Authorization to Construct(ATC) No. 084662A01 issued by the North Carolina Department of Environment and Natural Resources (NCDENR) Division of Water Quality(DWQ). As stated in the ATC,these modifications resulted in no increase in design or permitted capacity and included: reconfiguration of existing recovery well heads, replacement of existing recovery system piping,and installation of a new shallow-tray air stripping treatment unit designed to treat up to 75 gallons per minute. The new shallow-tray air stripping unit replaced the two air stripping units that previously operated at the site. These modifications were completed in mid-2011 and the modified system began operation on August 5,2011. Based on the nature of these system modifications, a NDPES permit modification was not required by the NCDENR Division of Water Quality at that time. In addition to these modifications,Textron plans to relocate the outfall as specified in the Request for Minor Permit Modification submitted to Tom Belnick, NPDES Complex Permitting Unit Supervisor, on June 6,2014. As specified in this letter, and approved by Mr. Benick in an e-mail dated June 9, 2014,the outfall will be moved to a new location approximately 50 feet downstream of the current NPDES outfall. The current NPDES outfall location is shown on the attached Figure 1, and the current and proposed outfall locations are shown on the attached Figure 2. The outfall relocation is currently scheduled for early spring 2015. Textron will submit a letter documenting the outfall relocation and the new coordinates of the outfall once the work is completed. No solids or sludges are generated by the treatment process. Therefore, no special handling or disposal of generated solids/sludges is required. . • AECOM 2 Attached is a letter from Textron dated February 27,2015, delegating signature authority for NPDES correspondence to the AECOM Project Managers (Christopher Mason and Erin Stewart). Also attached are the required application and documentation necessary for renewal of the permit.
