The Site was logged between 2012 and 2016 per historic aerial imagery. The remaining canopy is dominated by pines and weedy successional species dominate the previously logged areas. Multiple logging roads traverse the Site. The topography of the Site ranges from a low point of +/- 30 feet above mean sea level (msl) at the northwestern property corner where the drainage exits the Site, to a high point of +/- 38 feet msl in the northern property boundary. 4b. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The wetland nearly bisects the entire property; therefore, the proposed road crossing is necessary to access usable upland portions of the Site. The fill slopes of the road were reduced from 3:1 to 2:1 to reduce overall fill impacts for the road crossing as well as limiting sidewalk to only one side of the road, rather than both sides (as is the case with the remaining roads in the neighborhood). Roads and residential lots were positioned to reduce impacts to the wetlands on the Site as practicable. As this is a townhome development, some lot fill was unavoidable to maximize the building pads while still fitting within the tightened footprint. The road crossings were designed to cross perpendicular to the jurisdictional wetland given connection points and property boundaries. Approximately +/- 0.99 acres of onsite wetlands of which only 0.253 acres are proposed to be permanently impacted. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Construction fencing will be used to define the construction corridor and prevent accidental, additional impacts. The Project will be constructed so as to prevent large areas of land disturbance that could contribute to sediment runoff into the streams and wetlands nearby. Project Purpose and Location The Project includes the construction of a residential subdivision to meet housing needs in the area. The Site is +/- 8.59-acres and is located on Sparkling Brook Way in Jacksonville, Onslow County, NC. The coordinates of 34.7629°N, 77.3046°W generally correspond to the center of the Site. Project Detail The proposed Project consists of the construction of a residential development with a single subdivision road and other utilities. Access to the Site will be provided via Sparkling Brook Way. Heavy equipment typically used for road crossing projects (e.g., backhoes, bulldozers, etc.) will be utilized. No federally threatened or endangered species are listed to occur on the Site according to the NC Natural Heritage Program (NCNHP) Database. (See attached report dated January 22, 2023). The Site itself is not listed as a historic property or within a historic district. Two historic properties are listed within 1.0 mile of the Site; however, the construction of the Project should have no impact on these. The proposed wetland crossing impact is aligned to cross the wetland as perpendicularly as possible in an effort to reduce Sparkling Brook Way Property Page 1 of 2 impacts. Impacts to wetlands have been further minimized by steepening side slopes to 2:1 and limiting the sidewalk to one side of the proposed spine road. Lots were positioned to avoid additional fill in wetlands as was practicable. Construction fencing will be used to define the construction corridor and prevent any accidental additional impacts. Silt fencing will be installed to provide additional protection from stormwater runoff. General techniques include the use of construction fencing to define the construction corridor and prevent any accidental additional impacts. Silt fencing and sediment basins will also be used to prevent sediment runoff into the stream and wetland areas. Project Impacts Impact 1 is a proposed road crossing and a minor amount lot fill on wetland WA in the central portion of the Site. The resulting wetland impact of the road crossing and lot fill will total 0.253 acres. No other impacts to wetlands are proposed and there are no other surface waters on the Site. Mitigation Compensatory mitigation is required for this project because permanent wetland impacts total 0.253 acre. Bachelors Delight Mitigation Bank will supply the non -riparian wetland mitigation credits for the proposed permanent wetland impacts. Data limitations The Service's objective of mapping wetlands and deepwater habitats is to produce reconnaissance level information on the location, type and size of these resources. The maps are prepared from the analysis of high altitude imagery. Wetlands are identified based on vegetation, visible hydrology and geography. A margin of error is inherent in the use of imagery; thus, detailed on -the -ground inspection of any particular site may result in revision of the wetland boundaries or classification established through image analysis. The accuracy of image interpretation depends on the quality of the imagery, the experience of the image analysts, the amount and quality of the collateral data and the amount of ground truth verification work conducted. Metadata should be consulted to determine the date of the source imagery used and any mapping problems. Wetlands or other mapped features may have changed since the date of the imagery or field work. There may be occasional differences in polygon boundaries or classifications between the information depicted on the map and the actual conditions on site. Data exclusions Certain wetland habitats are excluded from the National mapping program because of the limitations of aerial imagery as the primary data source used to detect wetlands. Data precautions Federal, state, and local regulatory agencies with jurisdiction over wetlands may define and describe wetlands in a different manner than that used in this inventory. There is no attempt, in either the design or products of this inventory, to define the limits of proprietary jurisdiction of any Federal, state, or local government or to establish the geographical scope of the regulatory programs of government agencies.
